Town Council notes from March 12 meeting
C. Davis, Pincher Creek Voice
Figure Skating Club request to waive fees approved
At their March 12 meeting Pincher Creek's Town Council unanimously approved a request by the Pincher Creek Figure Skating Club to waive fees for use of the Memorial Community Centre Arena during their set-up and take-down time prior to and after their annual Carnival. The Figure Skating Club will pay for the time of the Carnival itself, which will be held Saturday, March 24, beginning at 2:00 pm.
Golf Club washroom request
The planned new washroom at the Pincher Creek Golf Course passed another hurdle as Council unanimously approved the relocation of the facility.
Post Office parking
Council unanimously carried a motion to construct a single-vehicle parking spot for disabled persons in front of the Post Office.
Fee Structure Bylaw Amendment No. 1584-11-A passed third and final reading unanimously. A financial implication cited in the amendment places the responsibility for costs associated with tax recovery of a parcel of land on the property owner instead of on all the ratepayers, as heretofore has been the case.
This bylaw sets all of the fees the Town charges for use of public facilities, services provided by the Town, Town issued licences, fees, and penalties.
Water and Sewer Utility Bylaw No. 1607-12 passed second reading with Councillor Roy Smyth opposed. Among other things, this bylaw states that property owners are responsible for repair costs on their property and the Town is responsible for repair costs from the property line to the main, and for the main itself. It also sets the rates for various fees, service charges and usage.
Committee of the Whole Bylaw No. 1608-12 passed first reading unanimously. This bylaw expands the power, duties and functions of the Committee of the Whole, including granting it the power to approve unbudgeted financial requests up to $2500.
A Regional Services Partnership Initiative Committee Funding Request was carried unanimously, providing for interim funding until the anticipated approval of a Municipal Affairs Regional Collaboration Funding Program grant, to allow for the hiring of a facilitator and project administrator. Pincher Creek's share of this interim funding is expected to be approximately $3,500, as is the share for the Crowsnest Pass and the MD of Pincher Creek No.9 (30% each). The Village of Cowley is expected to contribute $500 towards this funding.
