Pincher Creek Town and MD councils swear in, hold organizational meetings

Town and MD council swearing in ceremonies  (photos:Brooklyn Glavin, C. Davis)
Chris Davis - The new councils for the Town of Pincher Creek and the Municipal District of Pincher Creek No. 9 held swearing in ceremonies followed by organizational meetings on October 23 and 24 respectively. The Town swearing in ceremony was fairly elaborate.  A sizable crowd of citizens was in attendance.  The new council was introduced by CAO Laurie Wilgosh and then led into the council chamber by bagpiper Alec Chisholm.  That was followed by the singing of O Canada, and then the council was sworn in by Bylaw Enforcement Officer Gordon Pitt.  Wilgosh read a Charge to the Mayor. Mayor Anderberg read a Charge to the Councillors and a Charge to Citizens and Supporters.  An intermission provided a chance to eat and mingle before the organizational meeting.  The MD's swearing in ceremony was simpler, with CAO Wendy Kay swearing in the council in front of a small crowd of citizens, before proceeding with the organizational meeting. Upon being elected Reeve, Quentin Stevick gave a short speech and proceeded to chair the rest of the meeting.

Letter: Town Council transparency questioned

Jonathan Skrimshire - As a citizen concerned with questions of transparency in government, I concur with letter writer Cheryl Handford's remarks regarding Pincher Creek Town Council's excessive use of in camera meetings.

This past spring, I had occasion to look into the question of Council's handling of in camera discussions in some detail. My review of meeting minutes revealed that over the five month period from January 1 through May 31, 2017, Council spent 46.5% of its regular Council meeting time in deliberations closed to the public. When meetings of the Committee of the Whole were added to the calculation, that figure jumped to 53.5%. In total, over the time period in question, Council spent 27 hours 39 minutes in open public session and 31 hours 50 minutes behind closed doors.

Letter: Town Council concerns

Cheryl Handford (revised) - Our Town election is just around the corner and I am encouraging everyone to get out and vote! Some change may be in order. The current council of the Town have not shown to be very transparent, for example since the August 2nd Committee of the Whole and Council meetings, 7 in total, there were 52 new items of business and of these 23 went in-camera! The public of this community vote and put their trust in these people and why all this need for secrecy? The Town does not list an organization chart on the website and sends out graphs listing only percentages and no dollar amounts with utility bills.
