Escape from Edmonton Institution for Women

On November 2, 2014 during the 4:00 p.m. count, staff members at Edmonton Institution for Women, a multi-level security federal institution, discovered that Patricia May McKenzie was not accounted for.  The Correctional Service of Canada (CSC) immediately contacted the Edmonton Police Service and a warrant for her arrest has been issued.

Patricia May McKenzie is 40 years old, measures 157 cm (5’2”) in height and weighs 55 kg (122 lbs). She has a fair complexion, green eyes and red hair. She is currently serving a sentence of two years, five months, three days for Trafficking in a Schedule I/II Substance, Possession of a Schedule I/II Substance for the Purposes of Trafficking and Failing to Comply with a Probation Order.

Anyone who has information on the whereabouts of Patricia May McKenzie is asked to contact police.

CSC will investigate the circumstances of this incident and is working with the police to locate the offender as quickly as possible.  CSC has given the police all of the information available to help arrest the inmate.


Vermilion RCMP conducts death investigation

RCMP are investigating the discovery of a deceased male who was found outside of a local establishment at 4912-50th Street in Vermilion.  The discovery was made at 6:45 am November 2.   RCMP and the Forensic Identification Section responded to the site.  Information regarding the deceased is currently not being released, and it has yet to be confirmed whether or not the death is suspicious in nature.
An autopsy is anticipated early this week. Further updates will be provided when additional information becomes available.

Human remains found in burned vehicle

On November 1, 2014, at approximately 2:20 am, the Stoney Nakoda Fire Department responded to a complaint of a vehicle fire received from a motorist travelling on highway 1A. Once the fire was extinguished human remains were discovered in this vehicle. This death is being investigated by the Cochrane RCMP General Investigation Section with assistance from Lethbridge Forensic Identification Section. An autopsy is scheduled for Monday, November 3, 2014. No further information can be released at this time pending confirmation of the identity of the deceased.

MVC on Highway 22 near Cochrane

On November 1 Cochrane RCMP responded to a 2 vehicle Motor Vehicle Collision on Highway 22 about 1 km North of Highway 1. Fire and EMS responded to the scene and had to extricate one person from a vehicle. Injures do not appear to be life threatening, but 5 persons were transported to hospital.

Road and weather conditions were a factor, alcohol was not. The collision is still under investigation, with possible charges pending.

Pin found in Halloween chocolate bar

Wetaskiwin RCMP

On October 31, 2014 the Wetaskiwin RCMP. Detachment received a complaint of a pin found in a mini chocolate bar obtained during Halloween. No one was injured as a result of this incident.,
which appears to be an isolated incident as no further complaints have been received by the
Wetaskiwin RCMP.

The RCMP would like to remind the public check all Halloween candy prior to consumption and to
report any suspicious incidents.

B&E in Brooks

Brooks RCMP

On October 24, 2014 between the hours of 5:00 am and 5:30 pm an individual broke into a residence on Centre Street in Brooks, Alberta. Nothing was stolen from the residence but there was property damaged caused due to the break in.

Police are looking any witnesses who may have observed the incident.

Robbery north of Carstairs

Jody DULIAN, 39 years old of Drayton Valley has been charged with 21 Criminal Code Offences as a result of a series of events which occurred on October 30th at 7:17 p.m. near Carstairs.

At approximately 7:17 pm on October 30 on Highway 2A just north of Carstairs, AB, DULIAN is alleged to have discharged a firearm at a motorist in order to steal the vehicle. Upon acquiring the vehicle, DULIAN reportedly continued south on Highway 2A at which time RCMP located the vehicle and a pursuit ensued.

The vehicle DULIAN was operating eventually came to a stop in a field west of Beiseker. There was a stand off, and after some negotiation with police DULIAN surrendered without incident. Three firearms, brass knuckles and drugs were located in DULIAN's possession.

The Assault Peace Officer charge is as a result of an altercation which reportedly occurred after DULIAN was arrested and taken to Didsbury Detachment. The Sexual Assault charge is as a result of evidence attained during the investigation which will be spoken to at time of court appearance.

As stated in the initial media release, no one was injured as a result of the events.

As a result of the investigation, the following charges have been laid:

DULIAN has been remanded in custody and will make his first court appearance via CCTV on Monday November 3, Didsbury Provincial Court.

Dangerous flight from police on Halloween night

Some trick-or-treaters in the area West of Stony Plain were impacted by police activity in their area last night. A haunted house attraction was blocked off as police searched for a dangerous suspect fleeing on foot.

The initial incident began in late October, when Spruce Grove/Stony Plain RCMP received a complaint about a suspicious vehicle in Wabamun, claiming the occupants were smoking drugs. Police located the vehicle and activated their emergency equipment, at which time the vehicle fled at a dangerously high rate of speed. Given that it was 3:00 p.m and numerous students were walking home from school, a pursuit was not initiated.

The same vehicle was discovered the evening of October 31st on Paul Band Reserve. Again, police initiated a traffic staff, obtaining identification from the female driver. Drug paraphernalia was witnessed in the console, and when police asked the driver to exit the vehicle, she raced away at a high rate of speed, almost striking the officer's foot.

The suspect vehicle raced through a field, and police chose not to pursue due to the high speeds and hazards present.

Police continued searching for the vehicle, and located it in Alberta Beach, still driving at exceedingly high speeds and frightening many children out trick-or-treating. It sped out of town, with numerous police and Alberta Sheriffs monitoring its whereabouts.

The vehicle was located on Highway 16 West of Stony Plain, still refusing to stop for police emergency lights and sirens. The vehicle came to a sudden stop on the highway, and a semi-truck narrowly averted striking it. The male driver took off running, and the female passenger surrendered to police. It turns out the vehicle had run out of gas.

There was some indication that the male suspect may have a firearm, so Police Dog Services and Air 1 assisted in the search. The area where the suspect fled was cordoned off for public safety. This impacted some people who were trick-or-treating in the subdivision and visiting a popular haunted house.

Shortly thereafter, the suspect was discovered by the police dog, hiding inside a garage on a rural property.

19 year old Erin Amber Rose Williams of Red Deer is facing a charge of flight from police. Police also executed 10 outstanding warrants for her arrest.

23 year old Jacob Robert Lee Swan of Alberta Beach is facing charges of flight from police and dangerous driving.

Both Erin Williams and Jacob Swan remain in custody, and have yet to speak to bail. Police will be opposing their release.

It is fortunate that no one was injured during this event, with the abundance of children out trick-or-treating last evening. A thorough and comprehensive police response contributed to apprehending the suspects while ensuring that public safety remained the number one priority.

Senate ceremony honours veterans

On November 2 The Honourable Julian Fantino, Minister of Veterans Affairs, joined Senator Joseph Day and Deputy Chair of Committees of the Whole Barry Devolin at a ceremony of remembrance in the Senate Chamber. This annual commemorative ceremony pays homage to those who have courageously served and sacrificed to ensure Canada remains strong, proud, and free.

Assault in Rocky Mountain House

On November 1 at approximately 1:30 am a male was walking on 48 Street at 51 Avenue when he was confronted and physically assaulted by 3 males. The 3 males punched and kicked the victim repeatedly in the head, until they were scared off by a vehicle driving by. Police are looking to speak with anyone who may have seen the incident take place, and/or have any information on the attack.

Hit and Run to vehicle in High River

High River RCMP

On October 27, 2014 the High River RCMP responded to a hit and run collision on 3rd Avenue in High River at around 11:15 P.M. The suspect vehicle, believed to be a black Chevrolet pickup, rear ended a green Chevrolet GMT-400 which had been parked on the street. The suspect vehicle then took off and the direction of travel is thought to have been the North West area of High River. RCMP members made extensive patrols in attempt to locate the suspect vehicle, but were unsuccessful.

Facial recognition to aid CPS

Starting this month, the Calgary Police Service will become the first police agency in Canada to use facial recognition software as a screening tool for investigations and arrestee intake procedures.
Following a year of rigorous research, review and evaluation of facial recognition based criminal identification systems and processes, the Service entered into a contract with NEC Corporation of America for their NeoFace® Reveal facial recognition solution.
Similar to our current fingerprint capture and search database, we will use this new technology as an investigative tool to compare photos and videos, such as CCTV images of persons of interest, with the current CPS mugshot database of approximately 300,000 images taken under the Identification of Criminals Act.
“Facial recognition software is yet another tool for our investigators to assist in providing leads to identify potential persons of interest in criminal investigations,” says Insp. Rosemary Hawkins. “Similar to fingerprint and DNA evidence capture at scenes, facial recognition will create efficiencies by providing more viable leads for investigators.”
Facial recognition technology utilizes a complex mathematical algorithm of pattern recognition to quickly screen a database of photos for potential matches. These matches are analyzed by trained technicians who will then pass any potential matches to the investigators for further follow up. Officers will use appropriate investigative techniques to confirm all potential matches prior to acting on the information provided by facial recognition.
The system will also be used to help identify arrestees when they are being booked into the Court Services Section to help reduce the time and resources required when officers are provided with fraudulent self-identification.

“We are looking forward to the opportunity to work with the Calgary Police Service and deliver the proven performance of our NeoFace solution,” said Raffie Beroukhim, vice president, NEC Biometrics Solutions Division. “Our NeoFace Reveal system is an integral part of NEC’s Safer Cities platform. We are confident that our NeoFace solution will enable CPS to solve even more crimes in a timelier manner and better serve Calgary’s public safety and security needs.”

Lockdown and search at Grande Cache Institution

On October 31, 2014, at about 7:00 p.m., a lockdown was put in place at Grande Cache Institution, a multi-level security federal institution, to enable staff members to conduct an exceptional search.

The search was ordered to ensure the safety and security of the institution, its staff and inmates. Normal operations will resume as soon as it is considered safe to do so.

Visits have been suspended until the search is completed.

The Correctional Service of Canada (CSC) is committed to preventing the entry of contraband into its institutions. CSC also works in partnership with the police to take action against those who attempt to introduce contraband into correctional institutions.
