Justin MCKINNON-BLOMME, 21, of Calgary, was last seen on Wednesday, September 24, 2014. Investigators have determined he attended a house that afternoon and evening. He left the party at approximately 8:15 p.m., to go to a nearby liquor store, before returning to the party.  It is alleged that he was assaulted while at the party. A 20-year-old man was charged in relation to this incident. This is not believed to be directly related to his disappearance at this time.

Missing: Justin McKinnon-Blomme
He left the party with friends a short time later. His friends last saw him at approximately 10:30 p.m., when he left the vehicle they were in, at the intersection of Acadia Drive and Southland Drive S.E.

He is described as Caucasian, approximately 5’10” tall, 140 lbs., with a slim build. He was wearing a black leather jacket and dark jeans when he was last seen.

He sometimes goes by Justin RHODES.

Investigators are releasing a photo taken from the liquor store in Acadia that evening, in order to show what he was wearing.

Former Cargill employee fined for tampering with wastewater samples

Government of Alberta

A Provincial Court judge has fined Pushp Pal Singh $7,500 for contravening a condition of an approval.  The offenses occurred in Cargill’s High River facility between February 2012 and March 2012.

An agreed statement of facts indicates that Singh, an employee of Cargill at the time of the offenses, tampered with three composite treated wastewater samples containing phosphorus by adding a substance to the samples which had the effect of reducing the amount of phosphorus before the samples were sent to an external laboratory for analysis.

In April 2012, Cargill notified Alberta Environment and Sustainable Resource Development of potential errors with its March 2012 wastewater report. Cargill was fined $80,000 in April 2014 for failing to immediately report the incidents.

There is no evidence that any environmental harm occurred as a result of wastewater that contained levels of phosphorus above the approved level.

Arrest made in Fort Chipeweyan restaurant fire

Fort Chipeweyan RCMP

An arrest has been made in conjunction with a structure fire in Fort Chipewyan that destroyed Chadi’s Restaurant during the early morning hours of October 18th. The fire has been deemed as arson and was set outside of the building. Fort Chipewyan RCMP has charged 19 year old Jade Marcus MCKAY of Fort Chipewyan. He has been remanded into custody and will be making a court appearance on November 6.

The investigation into this incident continues as investigators speak with witnesses. Further information will be released as it becomes available.

Grande Prairie RCMP investigating gunshot report

Grande Prairie RCMP

On October 22 at approximately 7:20 am Grande Prairie RCMP were called to a residence in the area of 110th Avenue and 94th Street after neighbours called police reporting what they believed to be the sounds of gun shots coming from a nearby residence.  RCMP detained 6 people who were in the home where it was suspected that the gun shots were heard.  Police also ensured that the house was empty and that there was on one injured inside.  The residence is known to police and are continuing to investigate.

Charges laid in Fort McMurray pedestrian collision

Wood Buffalo RCMP has charged a 32 year old Fort McMurray man with 2 counts of Failing to Yield to a Pedestrian in a Crosswalk. On August 11th, 2 women pushing a baby carriage were struck as they were crossing the intersection at Paquette Drive and Rainbow Creek Drive.

The man was operating a Ford F150 pickup truck at the time of this incident. One of the women and an infant also from Fort McMurray, are recovering from injuries received.

A court date of Thursday November 13th was issued to the man by way of an Appearance Notice.

Suspects in Red Deer vandalisms still sought

Red Deer RCMP continue to search for the suspects responsible for a string of vehicle vandalisms that began the evening of October 13 and has continued sporadically since then. On October 14, RCMP received reports of approximately 55 broken windows in vehicles parked throughout the city. In most cases, nothing was stolen from the vehicles, and side or back windows were broken via small holes that were punched in them. Since that day, a handful of vehicle vandalisms similar in nature have also been reported, again through various neighbourhoods across the city.

“RCMP take these mischief files seriously, and we continue to look for those responsible,” says Cpl. Leanne Molzahn with Red Deer RCMP. “This sort of senseless vandalism is not a joke – it has a significant impact on the people whose vehicles have been damaged, and a spillover impact on the entire community.”

There is a clear financial cost to victims, as they have to pay insurance deductibles or the entire repair bill, but there are other far-reaching costs to families and employers: neighbourhoods are littered with broken glass; people’s vehicles are unsafe to sit in; victims’ employment is disrupted and may even be jeopardized when they are late for work after discovering the vandalism, or need to take time off work to deal with the repairs; ultimately, everyone is impacted through increased insurance rates.

“The entire community pays for crimes like this,” says Molzahn. “If you know the people responsible for this string of crimes, we encourage you to contact the RCMP.”

Anyone with information that may assist the police in identifying the suspects responsible for these acts of vandalism is asked to call Red Deer RCMP at 403.343.5575. If you wish to remain anonymous, call Crime Stoppers at 1.800.222.8477 or report it online at www.tipsubmit.com

Chief of Defence Staff statement regarding Ottawa attack

The Chief of the Defence Staff, General Tom Lawson, issued the following statement on October 22:

“It is with great sadness that I learned that Corporal Nathan Cirillo succumbed to the injuries he suffered after being shot while on sentry duty at the National War Memorial this morning. I extend my heartfelt condolences to Cpl Cirillo’s family, friends and loved ones during this shocking time of loss, and pledge our support for them, as we would the families of any of our men and women who fall in the performance of their duty.

“While the incident is under investigation, we will continue to collaborate with our Government of Canada partners to assess the current security environment and are evaluating the need for additional security measures at Canadian Armed Forces (CAF) installations within the National Capital Region and elsewhere in Canada to ensure the on-going safety of our members, and the entire Defence Team.

“This event, coupled with Monday’s tragedy in Saint Jean-sur-Richelieu which resulted in the death of Warrant Officer Patrice Vincent, is a loss which saddens us all. Yet we remain undeterred in our mission to protect Canada and Canadians. We will carry on all our missions at home and abroad in a steadfast, resolute and vigilant manner, and serve our nation and her people.”

Minister of National Defence statement regarding attacks in Ottawa

The Honourable Rob Nicholson, the Minister of National Defence, issued the following statement on October 22:

“I wish to offer my deepest condolences and extend my heartfelt sympathies to the family of Corporal Nathan Cirillo, who died while standing guard at the National War Memorial. This was part of a heinous attack upon Canada, Canadians and national institutions. Our brave policemen and women continue to deal with and investigate this act of violence. This is a shocking and tragic event which reminds us of the real threats posed by those who would do us all harm in the name of radical ideas, beliefs and motives.

“This attack reminds us that Canada is not immune to threats to its safety and security, and that these threats require vigilance on all our parts. The Canadian Armed Forces and the Department of National Defence are active, supportive and collaborative partners with our colleagues in Public Safety Canada and provincial and municipal agencies. We support the Government of Canada’s efforts to monitor domestic and foreign threats to protect Canadians.

“We continue to consult with our governmental partners to adapt our force protection measures to the evolving situation in order to protect our men and women in the Defence Team. Our deployments in support of the security forces in Iraq will continue unimpeded. Our men and women in the Canadian Armed Forces will continue to stand on guard, vigilant in their duty to protect Canada and Canadians.”

Statement from Premier Jim Prentice on the situation in Ottawa

“On behalf of all Albertans, I would like to offer my sincere thoughts and prayers to the family, friends and comrades of the soldier shot today while standing on guard at the National War Memorial in Ottawa.

“As the situation in Ottawa is ongoing, we will continue to monitor the events as they unfold.

“Here in Alberta, we continue to be vigilant. We have robust security that includes armed Sheriffs, security instruments and protocols with the Edmonton Police Service. No further details will be disclosed publicly for security reasons.”

Alberta RCMP statement about Ottawa attacks

“Today our thoughts and sympathies are with the victims of the attacks. These acts of violence impact all Canadians, and particularly the men and women who serve this country in uniform and their loved ones, “ said Deputy Commissioner Marianne Ryan, Commanding Officer of the RCMP in Alberta. “I want to assure all Albertans that the RCMP is working closely with our public security partners throughout Canada and beyond to ensure your safety. ”

Anyone with information related suspicious activities is asked to call the RCMP National Security Information Network at 1-800-420-5805. They can also contact their local police service of jurisdiction. If immediate police assistance is required, they should call 911.

The RCMP in Alberta will not be making further comment on the Ottawa attacks at this time, and calls on this matter to “K” Division Headquarters and local Alberta detachments will not be returned. However, the RCMP will make every effort to ensure the public and the media receive the information they require to ensure public safety in the days ahead.

Governor General of Canada statement following Ottawa tragedy

Together with all of Canada, Sharon and I are shocked and deeply saddened to learn of today's attacks. At this most difficult time, we wish to express our deepest sympathies to the family of the Canadian Armed Forces member who was killed in this crisis. Our thoughts and prayers also go out to those who were injured today.

As governor general and commander-in-chief of Canada, I am grateful for the professionalism and courage of our security personnel and emergency responders.

David Johnston

Compilation of October 22 Ottawa RCMP statements

The Ottawa Police Service and Royal Canadian Mounted Police (RCMP) responded to reports of shooting incidents this morning in the downtown area. Police can now confirm that incidents occurred at the National War Memorial and on Parliament Hill.

Contrary to earlier reports no incident occurred near the Rideau Centre.

One shooting victim succumbed to injuries. He was a member of the Canadian Forces.  Our thoughts and prayers are with him and his loved ones.

Next of kin notification is underway and as such, the victim’s identification will not be released.

One male suspect has also been confirmed deceased. There is no further update on injuries at this time.

This is an ongoing joint police operation and there is no one in custody at this time.

The safety perimeter in Downtown Ottawa has now been lifted.  The ongoing police investigation in the downtown core has determined that there no longer exists a threat to public safety in the area.

However, the police operation continues on Parliament Hill and as such the Hill continues to be off limits to the public.

The RCMP has taken carriage of the ongoing investigation as it falls within their national security mandate.  Ottawa Police will continue to support the investigation.

The Ottawa Police and RCMP would like to thank the public for their cooperation in this ongoing investigation.

Residents will continue to see an increased police presence in key areas in the coming days.

Statement by Prime Minister Stephen Harper regarding Ottawa attacks

October 22, 2014

My fellow Canadians, for the second time this week there has been a brutal and violent attack on our soil.

Today, our thoughts and prayers are with the family and friends of Corporal Nathan Cirillo of the Argyll and Sutherland Highlanders of Canada.

Corporal Cirillo was killed today – murdered in cold blood – as he provided a ceremonial Honour Guard at Canada’s National War Memorial.

That sacred place that pays tribute to those who gave their lives so that we can live in a free, democratic and safe society.

Likewise, our thoughts and prayers remain also with the family and friends of Warrant Officer Patrice Vincent, who was killed earlier this week by an ISIL-inspired terrorist.

Tonight we also pray for the speedy recovery of the others injured in these despicable attacks.

Fellow Canadians, we have also been reminded today of the compassionate and courageous nature of so many Canadians.

Like those private citizens and first responders who came to provide aid to Corporal Cirillo as he fought for his life.

And of course the members of our security forces in the RCMP, the City of Ottawa Police, and in Parliament who came quickly, and at great risk to themselves, to assist those of us who were close to the attack.

Fellow Canadians, in the days to come, we will learn more about the terrorist and any accomplices he may have had.

But this week’s events are a grim reminder that Canada is not immune to the types of attacks we have seen elsewhere around the world.

We are also reminded that attacks on our security personnel and our institutions of governance are, by their very nature, attacks on our country.

On our values, on our society, on us, Canadians, as a free and democratic people who embrace human dignity for all.

But let there be no misunderstanding.

We will not be intimidated.

Canada will never be intimidated.

In fact, this will lead us to strengthen our resolve and redouble our efforts and those of our national security agencies to take all necessary steps to identify and counter threats, and keep Canada safe here at home.

Just as it will lead us to strengthen our resolve and redouble our efforts to work with our allies around the world and fight against the terrorist organizations who brutalize those in other countries with the hope of bringing their savagery to our shores.

They will have no safe haven.

While today has been, without question, a difficult day, I have every confidence that Canadians will pull together with the kind of firm solidarity that has seen our country through many challenges.

Together, we will remain vigilant against those at home or abroad who wish to harm us.

For now, Laureen, Ben, Rachel and I join all Canadians in praying for those touched by today’s attack.

May God bless them, and keep our land glorious and free.
