The contributions of Assistant Commissioner Marlin Degrand, Corporal Laurel Kading of St. Albert Detachment, and Staff Sergeant Peter Quilty of Red Deer RCMP were recognized. Twenty-eight other police officers from the RCMP and law enforcement agencies across Canada were also invested into the Order of Merit yesterday.
Corporal Laurel Kading of St. Alberta RCMP joined the RCMP in 1985 after earning a bachelor of science degree from the University of Manitoba. Yesterday’s honour stems from her time in Morinville, where she played a strong leadership role in activities such as the Ventures Group, Family Justice Circle, Citizen’s Academy and drug prevention programming. Since 2008, she has worked as the Non-Commissioned Officer-in-Charge of Community Policing in St. Albert, where she works with the St. Albert Youth Academy and the Drug Abuse and Awareness (DARE). She is also the detachment’s media liaison.
“Police work is all about building relationships. That’s what makes the difference,” said Cpl. Kading. “The greatest form of crime prevention is getting to know people.”
Assistant Commissioner Marlin Degrand joined the RCMP in 1987 after graduating from the University of Alberta with a bachelor’s degree in criminology. He has extensive experience policing small communities throughout Canada’s North, and has served in five RCMP divisions in a wide-range of operational roles. He is now the Alberta RCMP Criminal Operations Officer and oversees the force’s provincial and federal policing operations throughout “K” Division.
"I am humbled and honoured to be receiving this award. We take on our calling as police officers in order to serve our fellow Canadians and protect our neighbours,” said A/Commr. Degrand. “I accept this award gratefully and am humbled by it given the fine caliber of police officers who have been recipients in the past.”

Narrow miss for Stony Plain construction worker
A construction worker on the night shift near Stony Plain narrowly averted being hit by an impaired driver on Thursday morning; a somber reminder of the dangers faced when working on roadways.
Around 1:30 am on September 11th, a Ford F-150 truck crashed through barricades in a well-lit construction zone on 48th street/Highway 779, just North of 16-A in Stony Plain.
The pick-up truck was traveling at a high rate of speed and did not stop for the flag person, who was wearing a flourescent yellow jacket and waving a "STOP" sign. The flag person jumped out of the way, indicating that the truck was traveling at an exceptionally high rate of speed. The F-150 crashed through the construction barricades and flew into an open pit.
22 year old Alan Scott Watson of Lac Ste Anne County has been charged with impaired driving and over .08.
In October 2005, legislation was passed doubling speeding fines when construction workers are present, because of the inherent risks they face being on the roadways.
This incident serves as a reminder of the dangers faced by all workers on Alberta roads.
"Aggravating the excessive speed and failure to acknowledge the flag person is the fact that the driver was impaired", states Cpl. Colette Zazulak of the Spruce Grove/Stony Plain RCMP. "The area was well lit, the flag-people were dressed appropriately, and we are just so fortunate that no injuries or deaths occurred here", she goes on to say.

Suspect charged in Sylvan Lake/Blackfalds crime spree
A 29 year old Rocky Mountain House male faces numerous charges in relation to a day long crime spree in the Sylvan Lake and Blackfalds area.
On September 11th , 2014 at 7:15 am Sylvan Lake RCMP received a report of a theft of motor vehicle, from the Hewlett park area of Sylvan Lake. The complainant reported that her black Kia, which had been left running outside her residence to warm up, had been stolen when she had left it unattended for a few moments.
A couple of hours later, RCMP received a complaint from a rural residence west of Sylvan Lake, that an unknown male, was found in their basement living room. The complainant confronted the intruder and asked him to empty his pockets suspecting that he was attempting to steal items from within the home. While being confronted by the homeowner, the male became nervous and attempted to leave the residence. In attempts to prevent the intruder from fleeing, the homeowner responded by attempting to hold onto the male until police arrived. The suspect was able to break free of the homeowners grip and fled the residence.
Once outside the residence, the homeowner observed the suspect enter into and drive away in a black Kia, the same vehicle that had been reported stolen earlier in the morning from the Hewlett Park area.
Police located the Kia abandoned a short distance away. Police Dog Services attended and tracked a suspect to a nearby farm when it was determined that the suspect had stolen another older pickup. A short time later, another call was received that the older pickup had been abandoned and a newer dark colour Ford truck had been taken in it's place.
Later in the afternoon, Blackfalds RCMP received a report of a Black , 2006 Ford F350,being left at the Burnt Lake Stables located on secondary Highway 596 and Range Road 10. A male had been seen going through a parked vehicle and took $50 that had been in that vehicle. The culprit was last seen heading down the driveway on foot.
At 2:16 PM Blackfalds RCMP received a three hit alarm call to a rural residence and were advised by a neighbour that the alarm could be heard going off. The neighbour advised that he saw a male wearing dark clothing on a black quad with a rifle strapped to his back leaving the residence. The neighbour followed the male down Range Road 283 where the quad entered a field and proceeded East.
Blackfalds, Innisfail, and Innisfail Freeway RCMP all attended to the area and did a search of all rural properties in an attempt to locate the quad and male. Members were unable to locate the quad after extensive searches.
At 4:29 PM hrs Blackfalds RCMP received information that the suspect on the quad had been seen driving West on Township Road 374 from Range Road 283. Patrols were made of the immediate area by members. Members spoke to the owner of one rural property and were advised that a male on a quad with a firearm had crossed his field to the South East. RCMP members were advised of the new information and patrols were made of the area.
Eventually, Blackfalds members located the suspect at another rural property still sitting on the quad and the suspect was finally taken into custody without incident after a long crime filled day. On arrest of the suspect, a shot gun and rifle were located on the quad still in the suspects possession.
29 year old Tyler Joseph SHAW of Rocky Mountain House faces 14 charges including 3 counts of break and enter, 1 count of possession of stolen property, 4 counts of theft, a 5 weapons related charges.

Construction Zone Safety:
- Slow down and obey the signs in construction areas
- Be alert and watch out for workers and equipment
- Expect the unexpected: be aware of uneven pavement, loose gravel, sharp shoulders, and temporarily removed guardrails or medians in construction zones
- Maintain a safe distance between your vehicle and the vehicle in front of you
