RCMP search for suspect in child luring incident
Red Deer RCMP are searching for a man who attempted to lure a four-year-old boy into his vehicle in the Anders neighbourhood on July 3. The incident occurred at approximately 5:30 pm as the boy was playing in his yard. A male approached the boy, told him he was a taxi driver, and offered to take the child to the beach. When the four-year-old went to his mother, the male departed. The four-year-old boy was not harmed in this incident.
The suspect is described as:
- Late 20s - early 30s
- Hair was in dreadlocks
- Not a black male, but had darker skin
- The vehicle is described as:
- a white SUV cross over with a black strip on it
- it had an unusual roof rack on it
Canada-wide warrant issued for Richard Lacarte
The Edmonton Police Service has issued a Canada-wide warrant for the arrest of Richard Paul Lacarte, 47, for second-degree murder in connection with the death of Demetrios Karahalios earlier this year.

Lacarte, 47, is described as being a Caucasian male, 5’9” tall and 150 pounds, with brown eyes and grey hair. He is missing some teeth and may have a beard. (see photo below).
Lacarte is described as being a drifter who has resided at several addresses across the country.

Red Deer RCMP arrest man for sexual assault
A Red Deer man has been charged with sexual assault after an incident in the Port ‘O Call Safeway in south Red Deer on July 7. At around 10 pm, the suspect was confronted by a woman who he had sexually touched. Store staff responded, and the suspect ran from the store.
As the suspect was pursued out of the store by staff, two members of ALERT (Alberta Law Enforcement Response Team) who were driving through the area saw what was happening. The ALERT members intercepted the foot chase and arrested the suspect, detaining him until RCMP members arrived on the scene moments later.
The suspect’s name will be released once charges have been sworn before the courts. RCMP continue to investigate and more charges may be forthcoming.
Fatal MVC near Vermilion
On Saturday, July 5, 2014 Fort Vermilion RCMP investigated a collision involving a motorcycle and truck traveling westbound on Hwy 697 approximately 200 meters west of Range Road 15-1. The motorcycle attempted to pass the pickup truck that was making a left-hand turn and struck the truck. The motorcycle went into the north ditch and the operator died as a result of the collision. Drugs or alcohol are not believed to be a factor of this collision. No charges will be laid.
Double fatal MVC in Wetaskiwin
On July 8, 2014 at 1120 am Wetaskiwin RCMP were dispatched to fatal motor vehicle collision at the intersection of Hwy 13 and 47 Street in Wetaskiwin. Wetaskiwin EMS, Fire Services, Wetaskiwin County, off duty RCMP and Camrose City Police Service members assisted at this scene.
Initial investigation shows that a West bound gravel truck and trailer turned left across the path of an East bound Chrysler Intrepid. The driver of the car attempted to avoid the collision but was not successful. Both vehicles collided, the passenger car had extreme damage and two occupants were trapped inside. The Jaws of Life were used to extricate the occupants, however both the 65 year old male driver and the 63 year old female passenger died as a result of their injuries. Both were from Nanaimo, BC.
The driver of the gravel truck was not injured at the scene but was extremely distraught and was taken by EMS for treatment.
The matter is currently under investigation by the Wetaskiwin RCMP detachment and the Red Deer Collision Re-constructionist unit, no charges have been laid at this time.
Alcohol, speed and weather were not factors in this collision.
Child drowns in pond near Olds
On July 6 in the early evening hours, Olds RCMP along with EMS attended a rural residence south of Olds for a 4 year old boy that was found in a pond. The boy was transported to the Children's Hospital in Calgary where he passed away.
The deceased boy and his family are from the United States and were in the Olds area for a family reunion. The deceased was found by another family member face down in a pond on the property. Foul play is not suspected and the name of the child is not being released at this time.
Fatal MVC near Okotoks
At approximately 7:30 pm on July 7, 2014, Okotoks RCMP, High River Traffic Services, Okotoks Fire Department, and Foothills Regional Emergency Services responded to a call for service. Witnesses advised that an Eastbound 2007, grey Honda Odyssey van driven by a 48 year old female crossed into the Southbound lanes of Highway 2 into the path of a 1999 Harley Davidson motorcycle driven by a 30 year old male. The motorcycle was unable to avoid collision with the van, and the motorcycle driver died at the scene as a result of injuries sustained in the collision.
The investigation is ongoing, and charges are being considered. Weather was not considered to be a factor in the collision, nor is speed or alcohol.
Fatal rollover near Chestermere

Red Deer RCMP are investigating an arson that occurred at an apartment building on 51 Street and 50 Avenue in Red Deer. At approximately 8:15 pm on June 28, an unknown suspect or suspects threw accelerant on an apartment door and then lit it on fire. The three people in the apartment attempted unsuccessfully to put out the fire before leaving by a rear window. EMS attended and all tenants of the building were safely evacuated while firefighters extinguished the fire.
The fire spread into the walls and ceiling before being extinguished. The extent of the building’s damage is not known at this time. RCMP continue to interview witnesses and to analyze items found at the scene.
At 9:35 pm on July 8, 2014 a single vehicle roll-over collision occurred on Hwy 1 at Range Road 283 near Chestermere, AB. RCMP units from both Strathmore and Chestermere detachments attended the scene and determined that an east bound minivan lost control and rolled through the median to the west bound shoulder of Highway 1.
The driver of the vehicle died at the scene and the passenger was transported to hospital where she died a short time later.
Strathmore RCMP are continuing the investigation and believe speed to be a factor in this collision.
The names of the deceased are not being released at the request of the family.

Man shot in Janvier
At approximately 4:30 a.m. on Sunday, July 6, 2014 RCMP responded to a residence in Janvier after receiving a report of a male suffering from a gunshot wound. Two RCMP officers attended and provided lifesaving first aid until paramedics arrived on scene. The victim was then transported by air ambulance to Edmonton to receive treatment for his injuries.
As a result an investigation ensued and shortly thereafter a male suspect was arrested in relation to the incident.
Eugene Dalton (60) of Janvier has been charged with several offences including, aggravated assault, using a firearm in the commission of an offence, careless use of a firearm, unauthorized possession of a firearm and discharging a firearm with intent. Dalton has since been released from custody and is to appear in court on Monday, July 21, 2014.
The Edmonton Police Service is investigating the suspicious death of a male, whose body was discovered earlier this evening in downtown Edmonton.
EPS officers responded just before 7 pm this evening, Tuesday, July 8, 2014, to a report of a deceased male in a residence in the area of 105 Street and 99 Avenue.
Homicide detectives have since taken over the investigation. An autopsy has not been scheduled at this time. Further details will be released when they become available.
Theft of statue in St. Albert
Between July 5th, 2014 at 9:00 p.m. and July 6th, 2014 at 11:00 a.m. an unknown individual(s) stole the statue of the "Three Penguins", a mascot for Smart Centres, from the entrance way of the shopping centre near Walmart and McDonald's on Villenue Road, St. Albert, Alberta. The value of the statue is approximately $2000-$3000.

Upon arrival it was discovered that entry had been forced into each building, including a propane tank which was thrown through the back window of the Golf Course Club House. A small amount of money was taken in each instance. The investigation is on-going, however RCMP believe these Break and Enters to be related and were perpetrated by suspects who live in the community, as they appeared to know the configuration of each business. Two Hills RCMP believe that this was not a random act.
Two Hills RCMP are asking residents to contact the detachment with any information they may have in relation to possible suspects or suspicious activity that they may have observed during the overnight hours of July 4, 2014.

Fuel pumps stolen in Myrnam
On July 2nd, 2014, Two Hills RCMP responded to a complaint of Theft of Fuel pumps from some tidy tanks in Myrnam, Alberta. The theft occurred on 50th Avenue sometime during the early morning on July 2nd. Community concerns prompt Calgary home closure
A Huntington Hills home that for the past year has plagued the Calgary neighbourhood with drug activity will be vacated thanks to an Alberta Law Enforcement Response Teams (ALERT) investigation.
In response to community concerns over public safety, ALERT’s Safer Communities and Neighbourhoods team will close the problem property, located at 475 Huntborne Way Northeast, on July 7th. The home has plagued the neighbourhood with suspected drug activity and Calgary Police Service members have been called to the home 20 times for various complaints in the past year.
SCAN uses civil legislation to target problem properties around the province that are used for illegal purposes such as prostitution, gangs, drug use and drug trafficking. The SCAN team consists of Alberta Sheriffs who partner with local police agencies on their investigations.
The Huntington Hills home will be closed for a period of 90 days with the tenant barred from entering or occupying the property and locks being changed, windows and doors boarded up, and the property fenced. SCAN began this investigation in September 2013 and initially attempted to address the concerns through informal means. The closure, or a Community Safety Order that is obtained through the courts, is proven effective in breaking the cycle of problem behavior.
Since October 2008, SCAN has received more than 2,098 complaints about problem properties province-wide. Sixteen closures have taken place in the Calgary area.
Albertans who suspect illegal activity is occurring at a property in their neighbourhood can contact SCAN online at www.alert-ab.ca/scan or toll-free at 1-866-960-SCAN (7226). All complaints are confidential. Residents are reminded never to investigate suspected problem properties on their own.
Red Deer RCMP zero in on impaired drivers
Red Deer RCMP have a new tool in their belts when it comes to nabbing impaired drivers: four Red Deer officers are now certified Drug Recognition Experts (DREs), accredited by the International Association of Chiefs of Police. These skills were put to good use on Saturday, June 28 when RCMP check stops identified two Red Deer drivers under the influence of drugs.
“DREs can identify and charge impaired drivers whether they’re on illicit street drugs, alcohol, prescription drugs, or a combination of intoxicating substances,” says Cpl. Matt LaBelle with Red Deer RCMP Traffic Services. “DREs are called in when drivers perform poorly on field sobriety tests and alcohol has been ruled out as a factor. They are trained to administer psycho-physical tests and conduct clinical examinations, including pupil size, reaction to light, blood pressure, pulse rate, body temperature, and muscle tone. If they believe the driver is impaired by a particular drug, DREs can demand a blood, urine or saliva sample.”
LaBelle says Red Deerians will see increased check stops year-round as RCMP zero in on impaired drivers. While impaired driving is a year-round issue, Red Deer RCMP see the highest numbers of casualty collisions involving impaired drivers during warm weather months. Most occur on weekends, and impaired driving collisions also tend to increase around long weekends.
“Drivers who choose to drive impaired don’t only face the possibility of killing themselves, their friends or someone else, they also face very serious legal, financial and social consequences,” says LaBelle. “Now that RCMP have increased our ability to detect and prosecute drug-impaired drivers, we hope more people will make the right choice instead of the dangerous one.”
Results of RCMP check stops on June 28:
- 2 – drug-impaired drivers arrested and charges pending
- 2 – 30-day suspensions for GDL drivers blowing 0-50 mg%
- 1 – 72-hour suspension for a driver who blew 50-100 mg%
- 2 – 24-hour suspensions for drivers who had consumed drugs
- 2 – suspended drivers charged, and their vehicles seized for a minimum of 30 days
- 2 – people charged with driving without insurance, starting fine is $2875.00
- 5 – arrest warrants executed
- 1 – charge of Possession of Stolen Property
- 1 – charge of Breaching Conditions of a Release
- 13 – other Provincial charges
New anti-gang initiative in Calgary
The Calgary Police Service is launching a new anti-gang initiative aimed at providing resources for at-risk youth and parents who are looking for help.
GRIP – Gang Reduction, Intervention and Prevention – replaces the Service’s previous anti-gang program known as Get A Life, and focusses on raising awareness, providing access to resources and cultivating tips about gang activity. The new website is www.cpsgrip.com.
Gangs are very much a part of the larger world of organized crime. They are regularly involved in a wide array of criminal activity ranging from theft and fraud to drug trafficking and murder.
The Guns and Gangs Unit, along with the Service’s Community and Youth Services Section, worked closely to develop the new program, which provides the public with a ‘one stop shop’ for all information, resources and avenues of communication for anyone with questions and / or concerns in relation to gang and organized crime matters.
The site also highlights several CPS partner programs available to youth who are at-risk of joining gang life, including Start Smart Stay Safe and the Youth at Risk Development Program (YARD), among others.
Along with the website, the new initiative offers a number of options for those wanting to contact gang investigators. A dedicated Gang Helpline has been reestablished at 403-428-8191 and people can now email officers with questions or tips at CPSGrip@calgarypolice.ca.
The CPS’s gang strategy is comprised of a number of elements including, education, prevention, disruption and investigation.
The implementation of the Real Time Operations Centre (RTOC), the establishment of a fulltime Guns and Gangs Unit and the deployment of frontline Gang Suppression Teams are just some examples of the strategic use of assets designed to target individuals and groups tied to gangs and organized crime in the city.
By exchanging intelligence, techniques and proven strategies with other North American cities that are addressing gang issues of their own, the CPS has developed a comprehensive plan to address gang activity.
While the arrest and successful prosecution of gang members is always a goal of the Service, it has also been identified that disruption and suppression initiatives improve public safety and hinders the ability of criminals to make, and enjoy, illicit money.
Leaving gang life is not always easy. There is often pressure to stay and penalties for getting out. The Calgary Police Service has resources, programs and partner agencies in place to assist, many of which can be found under the ‘Get Help’ portion of the new website.
