Red Deer RCMP seek public assistance to locate fugitive (UPDATE-located)


Update: Shortly after 3:00 pm today, Red Deer RCMP were doing regular patrols in the Morrisroe neighbourhood when they spotted Steve Lagace, a Red Deer man who was unlawfully at large and wanted by police. Lagace was driving a stolen vehicle at the time. The RCMP members called for backup to ensure public safety and the containment of the area, and arrested Lagace without incident. The arrest took place in the area of 39 Street and the Morrisroe neighbourhood and blocked traffic for a short time due to the presence of a number of police vehicles. The roads are now cleared.

RCMP will provide more information in the coming days as the investigation continues and more details are known. Any charges against Lagace will be released after they have been sworn by the court.

Fatal pedestrian hit and run with stolen truck in Edmonton

The Edmonton Police Service is investigating a fatal pedestrian hit and run involving a stolen truck that took place near Rundle Park, and is asking for the public’s assistance in locating the stolen vehicle and identifying the suspect.

At approximately 8 a.m. on Friday, June 13, 2014, EPS Downtown Division Patrol officers attempted to stop a stolen Ford F-150 truck in the area of 82 Street and 120 Avenue. The truck fled at a high rate of speed northbound on 82 Street, then westbound on 120 Avenue. The Patrol unit did not enter into a criminal flight pursuit, however, all EPS units were provided with a description of this vehicle.

Later the same morning at approximately 9 a.m., EPS Northeast Division Neighbourhood Foot Patrol officers located the stolen Ford F-150 in a parking lot in the area of 32 Street and 113 Avenue. A male and female had just left the parked vehicle and were running away northbound. The officers apprehended the female with the male stealing a nearby running vehicle to try and escape. The vehicle was parked in the laneway at approximately 29 Street and 116 A Avenue. The owner attempted to prevent the theft and ultimately ended up being struck by the vehicle and dying on scene. The stolen truck was last seen fleeing southbound on 29 Street into Rundle Park, then exiting onto 102 Avenue. The victim was a 33-year-old male.

Police continue to search for the vehicle and suspect. The suspect is described as an aboriginal male, in his 30s, approximately 6’0”to 6’2” in height, with a medium build, medium length brown/black hair, and may be wearing jeans with a red and white horizontal striped shirt. The stolen vehicle is described as a 2006 Dodge Ram quad cab truck, medium blue in colour, Alberta licence plate BCD3480, with a company logo in red lettering on the back window that reads “Bloodhound Line Locating and Consulting” with large dogs heads on either side of the text. A smaller version of the company logo appears on the side of the vehicle.

Because of the circumstances surrounding the death, the EPS Homicide Section will take the lead role in the investigation, and will be assisted by the EPS Major Collision Investigation Unit, and the EPS Northeast and Downtown Divisions. The Edmonton Police Service has also notified the Alberta Serious Incident Response Team (ASIRT), which will be conducting an independent investigation of the police pursuit of the suspect.

Indecent act near Sherwood Park elementary school

On June 13 at approximately 10:25 am Strathcona County RCMP received a complaint of possible shots fired near Brentwood Elementary School in Sherwood Park. RCMP officers arrived on scene immediately and it was quickly determined that no shots had been fired and no firearms or weapons were involved in the incident.

A reliable witness on scene advised police that a suspicious male had been observed in the bushes near the school performing an indecent act on himself. The male did not approach any of the children in the area and once observed , staff of Brentwood Elementary brought all students indoors from recess.

Elk Island Public Schools followed emergency protocols and issued a Hold and Secure (lock down) to ensure the safety of all students and staff. After consultation with the RCMP and once it was determined that the area was safe, the school lifted the Hold and Secure at approximately 11:30 A.M.

Numerous police resources including RCMP General Duty officers, Traffic Services Strathcona County Enforcement Services, RCMP School Resource Officers and RCMP Police Dog Services were utilized to secure and search the area in an attempt to locate the suspect male.

The suspect male was not located at the time. The male is described as approximately 18-25 years old, 5'6" to 5'9", 175 lbs, tanned skin with short spiky black hair and wearing a greyish blue t-shirt and jean shorts that extend to his knees.

No further information is available at this time as the investigation continues. Once a composite drawing is completed of the suspect it will be released to media and the public.

Attempted robbery in Innisfail (update)

On June 5, 2014 at 7:32 p.m., Innisfail RCMP responded to a report of an attempted robbery at a campground located approximately 10 kms West of Innisfail, Alberta. It was reported that two males drove into the campground in a yellow extended cab Dodge pickup truck with black stripes on the box. The vehicle stopped in front of one of the RV lots, and the driver got out and began demanding property from the lone occupant of the site. The situation escalated and the assailant fired a shot from a handgun into the ground prior to fleeing the scene in the same vehicle. The two assailants are described as Caucasian males, in their early to mid twenties, wearing dark clothing. One male was reported to have red hair, the other light brown hair.

RCMP members from eight RCMP Detachments, along with the RCMP Air Services Helicopter, Red Deer Forensic Identification Section and the Police Dog Service responded to the scene and surrounding area. The vehicle, was located a short time later in Bowden, Alberta, and was found to have been stolen from a rural location near Pine Lake, AB.

On June 7, 2014, Innisfail detachment members laid charges against two males in relation to this attempted Robbery. On June 6, 2014, 33 year old Michael Holt of Red Deer was arrested in Bowden without incident and charged with possession of property obtained by crime, possession of cocaine, fail to comply with conditions of an undertaking and fail to comply with a probation order. Michael Holt has been remanded into custody with his next court appearance of June 17 for election and plea.
Charges have been laid against 20 year old Dillon Bristow of Innisfail for Robbery with a firearm, possession of property obtained by crime, possession of a firearm, trafficking cocaine,disguised with intent to commit offence, using a firearm in the commission of an offence, failing to comply probation order, and failure to comply with a probation order.

In the early morning hours of June 13, 2014, Dillon Bristow was arrested by members of the RCMP. In conjunction with that arrest and subsequent investigation Bristow is facing 22 additional charges:
  • 3 Counts of Possession of Stolen Property over $5000 - 355(a) C.C.
  • Hit and Run - 252 C.C.
  • Flight from Police - 249.1(1) C.C.
  • 2 Counts of Dangerous operation of a motor vehicle - 249(1)(a) C.C.
  • Possession of a firearm without a firearms license - 92(1) C.C.
  • Possession of a firearm while prohibited - 117.01(1) C.C.
  • Careless storage of a firearm - 86(2) C.C.
  • Unauthorized possession of a firearm in a vehicle - 94 C.C.
  • Break and Enter to a business - 348(1)(b) C.C.
  • 6 Counts of Breach of a Recognizance - 145(3) C.C.
  • 4 Counts of Breach of Probation - 733.1 C.C.
Dillon Bristow is currently in custody, and is scheduled to appear at the Red Deer Courthouse on Friday June 20, 2014.

Porsche driver 4 x legal limit causes collision

On June 12, 2014 at 11:40 pm Sylvan Lake RCMP members were dispatched to a motor vehicle collision on highway 20 at the Aspelund Road intersection. The police investigation has shown that a north bound Porsche travelling at a high rate of speed rear ended a north bound Volkswagen, causing the Volkswagen to spin out of control into oncoming traffic were it collided with a southbound tractor trailer unit carrying oilfield service equipment. Luckily no one was seriously injured in the collision, however the Porsche and Volkswagen were heavily damaged. The driver of the Porsche, a 39 year old Red Deer man was arrested at the scene for impaired driving. He subsequently provided breath samples which were 4 times the legal limit and charges related to impaired driving and dangerous driving are pending.

Traffic in the area was disrupted for approximately 1 hour while the scene was investigated and cleaned up.

As a result of a 3 vehicle collision last night (June 12, 2014) at 11:40 pm north of Sylvan Lake on Highway 20 at Aspelund Road, a 39 year old Sylvan Lake resident (previously reported as a Red Deer resident) has been charged with several offences.

39 year old Robert D.J. RITCHIE of Sylvan Lake has been charged with Impaired Driving, Driving a motor vehicle while over .08 mg% and Dangerous Driving. RITCHIE will appear in Red Deer Provincial Court on June 27th, 2014 to face these charges and has been released from custody by a Justice of the Peace on a $2500 cash bail along with numerous release conditions.

RITCHIE provided breath sample 4 times the legal limit.

18 year old Red Deer man arrested in stabbing incident

A 16 year old Red Deer man made his way to East 40th Pub looking for assistance after being stabbed in the early morning hours of June 12; Red Deer RCMP and EMS attended the scene shortly before 1:30 am. The RCMP investigation revealed that the victim and the suspect were known to each other and the stabbing had occurred during a fist fight involving a number of people at the corner of 39 Street and 40 Avenue.

The suspect fled the area on foot; the RCMP investigation included the assistance of Police Dog Services and led RCMP to a residence in downtown Red Deer, resulting in a street closure in the area of Ross Street and Gaetz Avenue Thursday morning between 2:00 am and 7:00 am. The suspect was not located there, but was arrested at 9:30 am the same day, without incident, at a residence in the area of 50 Avenue and 50 Street in Red Deer.

The victim was taken to Red Deer Regional Hospital with serious but not life-threatening injuries. At last report, he was in stable condition and was expected to be released within days.

18 year old Victor L’Hirondelle has been charged with:
  • Criminal Code 268 – Aggravated assault
  • Criminal Code 88 – Possession of a weapon dangerous to the public
  • Criminal Code 137 (Youth Criminal Justice Act) – Fail to comply with probation order X 2
L’Hirondelle will appear in court this morning, June 13 at 9:30 am in Alberta Provincial Court in Red Deer.

Two men charged with Calgary break and enters



The Calgary Police Service has laid charges related to break-ins that occurred last week.

On Monday, June 9, 2014, at approximately 12:15 p.m., the CPS received reports of suspicious activity at a home on Woodbine Boulevard SW. When officers arrived, it appeared that the home had been entered through a side window. The residence was contained, and one man was arrested as he exited through the rear door.

Jeremiah HEAVYRUNNER, 20, of Tsuu T’ina was later charged with one count of break and enter in relation to this incident.

Officers learned that another man had also been in the house, but he was not located inside. A short time later, another break-in occurred at a nearby home and a vehicle was stolen from the garage. It was believed the suspect was the second man from the earlier incident. A bulletin was sent to all frontline officers to look out for the stolen vehicle. On Tuesday, June 10, 2014, the stolen vehicle was spotted by CPS officers in southeast Calgary. After various units were put in place, the vehicle was stopped in the area of 3A Street and 40 Avenue N.E., without incident. One man was arrested by CPS Tactical Unit members.

Upon further investigation, it was alleged the suspect had also committed a break-in at a residence in Hawkwood earlier that morning.

Vut Tha (Vutha) KONG, 27, of Calgary, has been charged with three counts of break and enter, one charge each of breach of recognizance and driving without insurance.

Two weeks ago, the CPS issued a news release about an increase in car prowlings, as well as garage and home break-ins, particularly in south Calgary. A number of prevention tips were given, including to report suspicious activity in your community. These break-in cases were solved in part because of information from citizens, and we thank the community for their assistance.

Since the alert about an increase in incidents was issued, there has been a 23 per cent decrease in residential break-ins throughout Calgary. Nighttime break-ins have decreased by 21 per cent within the city, and by 47 per cent in south Calgary.
