Two men arrested for fraud in Red Deer, accomplice sought

Wanted: Banking fraud suspect

On June 10, staff at Red Deer’s north end RBC Royal Bank called RCMP to report a fraud in progress when a woman attempted to withdraw money from a client account using fake identification. The woman left the area before police arrived on the scene shortly after 2:00 pm, but Red Deer RCMP arrested her two male accomplices, who were waiting outside and attempted to evade police.

Red Deer RCMP are seeking public assistance to locate the female suspect. She is described as:
  • Caucasian
  • speaks with a strong French accent
  • 5'7"
  • scraggly hair 
  • wrinkled face
  • red/brown hair
  • unknown clothing
  • may be driving a rental car: Kia Forte, license plate K27108
  • probably from Montreal, possibly accompanied by other individuals with French accents
Her accomplices, 27 year old Junior Kabange and 27 year old Darsel Nzikou, both of Montreal, are charged with 12 counts each, including fraud over $5,000, numerous charges of identity theft and trafficking in identity information, and possession of stolen property. The investigation is ongoing and more charges may be laid. Kabange and Nzikou will both appear in court on June 16, 2014 at 9:30 am in Alberta Provincial Court in Red Deer.

Armed suspect apprehended by Red Deer RCMP

At approximately 6:00 pm tonight, June 12, Innisfail RCMP received a driving complaint regarding an erratic vehicle driving southbound on Highway 2. Subsequent investigation by RCMP revealed that the vehicle in question had been stolen and was involved in a hit and run incident in Penhold prior to this complaint. RCMP located the vehicle abandoned at Highway 587 and Range Road 11 near Bowden, and identified the driver of the stolen vehicle as 20 year old Dillon Bristow of Innisfail, Alberta.

RCMP Police Dog Services tracked Bristow from the abandoned vehicle to a flower nursery located on Range Road 11. As RCMP believe Bristow is armed and dangerous, the Calgary Emergency Response Team and the RCMP helicopter were deployed. RCMP secured a perimeter around the nursery and are currently conducted a search of the area. Residents of Bowden were asked to stay inside and to immediately report any suspicious activity to the RCMP.  A press release was issued notifying the public Bristow was sought.

At approximately 12:30 am on June 13, 2014 the Emergency Response Team located Dillon Bristow on the property they were searching. Bristow was arrested, taken into custody and transported to the Innisfail RCMP detachment. No one was injured in the arrest.

Numerous RCMP units were involved in the successful arrest of BRISTOW including: the Calgary Emergency Response Team, Police Dog Services, the RCMP helicopter, Red Deer RCMP, Red Deer GIS, ALERT, Olds RCMP, Innisfail RCMP, Blackfalds RCMP, Didsbury RCMP and Red Deer Traffic Services.

RCMP would like to thank the media and the public, especially the residents of the community of Bowden, for their cooperation in this investigation.

Banff assault suspect sought

On June 10th, 2014 at approximately 3:30 p.m., Banff RCMP were dispatched to an Assault. The assault was alleged to have occurred sometime between 12:48 a.m. and 1:05 a.m. on the 200 block of Banff Avenue on the sidewalk. The Victim had an unknown male ask him for a cigarette. While grabbing a cigarette the Victim was hit in the face, the suspect male then fled in an unknown direction.

The suspect is described as:
  • Caucasian
  • Approximately 30 years old
  • 170- 175 cm tall (5’7” – 5’9”)
  • Stocky build
  • Blond Hair
  • Banff RCMP continue to investigate the crime.

Public’s help sought to find 59 missing cows

The Alberta RCMP Livestock Investigation Unit is asking for the public’s assistance in helping track down 59 mixed-breed heifers police believe were stolen from a rural property near Czar, Alberta in the Provost area. The theft was detected recently after a monthly headcount by the landowner. At today’s cattle prices, the animals are worth approximately $80,000.

A subsequent ground and air search of the area by the owner did not locate the missing livestock. There is no evidence that they escaped through a fence or that they have relocated to adjacent properties.

The cows were housed on an 80 acre parcel of land where they were allowed to graze freely. The cows were also watered and fed by the owner who attended the lot twice daily. Police suspect that the animals were taken by someone who knew the daily routine so evaded detection. Police suspect that the cattle were loaded out of the feedlot in a straight haul trailer capable of holding 60 head of cattle.

Alerts to inspected livestock markets in Alberta, Saskatchewan and British Columbia have been issued but with no result. All the cattle are tagged and bearing HOBBS brand so it would be difficult for someone to market them at any of the inspected markets. This suggests to investigators that the cows have not been slaughtered and have been moved to another location within or beyond Alberta.

Violent offender released into Edmonton area

In the interest of public safety, the Edmonton Police Service is issuing a warning about Dennis Rodney Cardinal (also known as Dennis Rodney Lajimodiere), who is being released from the Port-Cartier Institution after completing a 8 year, 9 month sentence for Manslaughter, Possession of a Weapon, Uttering Threats to Cause Death or Harm, Fail to Comply with a Probation Order, Fail to Comply with a Recognizance Order, Assault with a Weapon, and Assault Peace Officer.

Cardinal is considered by police to be a violent offender who poses a risk of significant harm to the community. 

Cardinal will be residing in the Edmonton area and will be monitored closely by the EPS Behavioural Assessment Unit.

Fatal MVC on Hwy 2 near Carstairs/Didsbury

On Thursday June 12, 2014 at 10:49am, Airdrie Integrated Traffic Unit, Didsbury RCMP, Didsbury Fire and Provincial EMS responded to a fatal collision on Hwy 2 at the intersection of Township Road 310 (aka Bergethal/Westcott Road), located between the Carstairs and Didsbury overpasses.
A northbound tractor trailer unit had slowed down and came to a stop at the intersection median preparing to turn west onto Township 310. A northbound Ford pickup collided with the rear trailer of the tractor trailer.
The driver and sole occupant of the Ford pickup was deceased at the scene. Name and identity of the Deceased has been with-held out of respect for the family.
The driver and sole occupant of the tractor trailer unit was taken by ground ambulance to the Didsbury Hospital with minor injuries for examination and treatment. Chinook Arch Victim Services have been engaged. 
Hwy 2 was detoured to Hwy 2A at the Didsbury and Carstairs overpasses for several hours while the RCMP investigated the active scene. However, it is believed that weather and road conditions were not contributing factors.

Additional sexual assault and child exploitation charges against Lethbridge man

A total of 19 new charges related to sexual assault, voyeurism and child pornography have been laid against a Lethbridge man in a joint investigation between the Lethbridge Regional Police Service (LRPS) and Alberta Law Enforcement Response Teams (ALERT). Jamey Byran Kristian, 37, was arrested without incident in Red Deer on June 11.

Kristian was previously charged by LRPS on Jan. 23 with the sexual assault of two boys. Forensic examination of computers and other electronic devices seized at the time of his arrest were subsequently analyzed by members of the Internet Child Exploitation (ICE) unit and more than 2,000 images and 150 videos depicting child pornography were located. Many of the files show young boys recorded in change rooms at public swimming pools in the Lethbridge area.

Through further investigation a third sexual assault victim was also identified. Investigation determined the boy was sexually assaulted in 2012 when he was 10-years-old.

Kristian is charged with two counts each of sexual assault and sexual interference, three counts of voyeurism, six counts of making child pornography, five counts of possessing child pornography and one count of accessing child pornography. Kristian was previously charged in January with two counts each of sexual assault, sexual interference, sexual exploitation and one count of invitation to sexual touching.

He appeared in Lethbridge Provincial Court this morning and his matter was adjourned to June 13.

The protection of children is a priority for the Lethbridge Regional Police Service and Alberta Law Enforcement Response Teams.

Calgary man charged with assaulting teen girls

The Calgary Police Service has charged a man following an investigation into reports that two teenage girls were sexually assaulted. The two victims were between the ages of 13 and 16 at the time of the offences, which allegedly occurred sporadically between July 2007 and August 2010.

Detectives in the Sex Crimes Unit launched an investigation after one of the girls reported the assaults to police in 2013. During that investigation, detectives learned of a second potential victim. It is alleged that the suspect developed a relationship with the girls who lived in the same community as him at the time of the offences. He then coerced them to engage in sexual acts over a prolonged period of time.

On Monday, June 2, 2014, Kelly Ross FESER, 46, from Calgary was arrested and charged in connection with both cases. He has been charged with one count of sexual interference with a child under 14, two counts of sexual interference with a child under the age of 16 and two counts of sexual assault. He has been released on bail and his next court appearance is scheduled for Thursday, June 26, 2014.
Weapons cache Seized in ALERT drug arrests

Alberta Law Enforcement Response Teams (ALERT) has seized a number of weapons, including two assault rifles, along with a wide-range of drugs as result of a drug trafficking investigation that concluded in Wembley, Alta.

ALERT Grande Prairie, with the assistance of Grande Prairie RCMP, Beaverlodge RCMP and Police Dog Services, executed two search warrants and arrested two people in Wembley on June 4th. Jerrid Rychard, a 35-year-old man, and Shylo Sowan, 33-year-old woman, face multiple drug and weapons charges as result of the investigation.

The search warrants yielded a range of weapons and drugs, including:
  • Two .22 calibre Mossberg Tactical assault rifles
  • Two handguns that were previously reported stolen
  • A loaded .45 calibre handgun
  • Two long guns
  • Four replica handguns
  • Two Tasers
  • A flat deck trailer that was previously reported stolen
  • Approximately $50,000 worth of drugs
  • $5,685 in cash proceeds of crime
A wide-range of drugs were seized, including powder cocaine, crack cocaine, methamphetamine, oxycodone pills, psilocybin, marihuana, and 262 Fentanyl pills worth in excess of $20,000. Fentanyl is a synthetic opioid painkiller that has recently been blamed in a series of overdose deaths in British Columbia.

Elder Abuse Awareness Day

The Lethbridge Regional Police Service and Lethbridge Elder Abuse Response Network (LEARN) are hosting two community events to recognize World Elder Abuse Awareness Day.  The intention of the Elder Abuse Awareness Day is to provide education and awareness about the mistreatment of older adults and the need for community action.

LEARN partners will be hosting a community BBQ and information event on Friday, June 13 from 11 a.m. to 1 p.m. at Lethbridge Senior Citizens Organization. Hotdogs, chips and pop will be sold for $3.  All proceeds will assist with funding the annual Lethbridge Seniors Safety Calendar. LEARN members will also be participating in the Nord-Bridge annual Father’s Day Luncheon and Pie Auction on Friday, June 13 from 11:30 a.m. to 1 p.m. at the Nord-Bridge Senior’s Centre. Information on elder abuse will be provided. Tickets to the luncheon are $10 with proceeds to outreach.

Purple is the official colour of World Elder Abuse Awareness Day (June 15) and LEARN partners are encouraging everyone to wear purple on June 15 in recognition of the day. 

Elder abuse is any action or inaction by self or others that jeopardizes the health or well-being of an older adult.  It occurs within relationships with the older adult where there is an expectation of trust. There are many forms of abuse including financial, physical, sexual, psychological and medical abuse as well as neglect or violation of rights.   Abusers can include family, friends or people who provide support.

Lethbridge is not immune to elder abuse, but there is a strong network of support available. LEARN is increasing awareness to help citizens understand more about elder abuse and the resources available in the community.  Community members can learn to recognize the possible signs of abuse and offer support to the older person. They can act by reporting their concerns to the LEARN Coordinator at 403-394-0306.  Anonymous referrals are accepted.

Red Deer man charged with multiple offences

RCMP have laid a number of charges against a Red Deer man following a series of events on June 9 that began with an armed robbery, car theft, and hit and run, and ended with the suspect resisting RCMP before being placed under arrest.

The victim of the hit and run was taken to hospital and later released with bumps and bruises.
27 year old Andrew Adams Lagrelle of Red Deer has been charged with:
  • Criminal Code 344(1)(b) – Armed robbery
  • Criminal Code 267(a) – Assault with weapon
  • Criminal Code 129(a) – Resisting a peace officer
  • Criminal Code 354(1)(a) – Possession of property obtained by crime under $5,000
  • Criminal Code 252 – Fail to stop at scene of accident
  • Criminal Code 733.1(1) – Fail to comply with probation order X 3
  • Criminal Code 348(1)(d) – Break and enter – dwelling house

Lagrelle will appear in court on June 18, 2014 at 9:30 am in Alberta Provincial Court in Red Deer.

Inert projectile found at Enoch First Nation

At approximately 5:15 this afternoon, a surveyor conducting work on Enoch First Nation located a suspicious item.  He brought a type of military ordinance to Spruce Grove Detachment, keeping it in a cooler in the rear of his truck. A police officer went with him to his truck and viewed the ordinance.
Acting with caution and unsure of what this was, police taped off the parking lot and reached out to the military for assistance.  The surrounding area was not deemed to be in jeopardy, and as such, no buildings were evacuated.
The military arrived at 9:00 pm, and examined the ordinance.  They advised it was an inert projectile, and seized it. 
Police would like to remind the public that any time they find something like this, they should refrain from touching it or disturbing the surrounding area.  Police should be called, and from there we will liaise with our military partners.

Youtubed dangerous driving incident nets charges

The Calgary Police Service Traffic Section has charged a man with a dangerous driving incident captured on video.

A YouTube video posted on Friday, May 9, 2014, captures a 2004 Porsche Cayenne driving northbound in the 4200 block of Crowchild Trail S.W. racing with a Ford Mustang Shelby. It also shows the Porsche speeding on 16 Avenue and Bowfort Road. N.W. Both incidents occurred on Apr. 8, 2014.

Roman KOZUBSKYY, 22, has been charged with careless driving and speeding under the Traffic Safety Act. He will appear in court on June 27, 2014.

The Calgary Police Service was unable to identify the driver of the Ford Mustang Shelby. The investigation is now concluded. The Calgary Police Service would like to thank the public for their assistance in this investigation. 

Man charged with fraud in excess of $6 million

The Calgary Police Service has arrested a man in relation to fraud in excess of $6 million.

In February of 2010, the Calgary Police Service began an investigation after a man claimed he had operated an investment and immigration scheme over the past five years, targeting members of the Asian community.

It is alleged he offered investors the opportunity to support his electronics importing business, IC Computers, asking them to loan him money by way of a promissory note. In return, it was promised that they would reap the benefits of the sale of electronics imported from Hong Kong and sold in the United States.

It is also alleged the accused developed the idea of offering assistance to potential immigrants. Through the administration of a franchise fee, the accused would agree to assist investors with their immigration process.

Over the course of the investigation, the Economic Crimes Unit determined that the electronics business was a Ponzi scheme, with any funds returned to investors coming from other investors rather than electronic sales.

The investigation also determined that over a nine-year time period, the accused offered no assistance to potential immigrants, instead defrauding them each of an alleged amount of $30,000 to $50,000. The loss to known victims is in excess of $700,000.00

In consultation with Alberta Specialized Prosecutions, Calgary Police Service has charged Chi-Ho CHAN, also known as Moses Chan, 38, with two counts of fraud over $5,000.

Give us room to work

Between 3:00 pm and 5:00 pm on June motorist travelling on Highway 63 had the opportunity to participate in an education initiative regarding emergency vehicles. Staged vehicle checks were conducted by police on Highway 63 at approximately mile marker 185.

This initiative was coordinated with multiple stakeholders to educate the public on following the rules of the road when approaching emergency vehicles.

A few tips to remember as a motorist when you see lights of emergency vehicles include;

  • Slow down!
  • Drivers in the lane closest to the emergency vehicle must slow down to 60 km/h or less. Failing to slow down may result in increased speed fines.
  • Avoid distractions.
  • Focus on your driving and not on what the emergency workers are doing.
  • Be aware that vehicles ahead of you may stop suddenly.
  • Follow directions given to you by emergency workers.
  • Give emergency workers enough time and space to do their jobs safely.
This education initiative was made possible by the collaboration of multiple organizations including RCMP, Alberta Sheriffs, Commercial Vehicle Enforcement, Bylaw Services, Regional Emergency Services, Fort McMurray Victim Services, Alberta Transportation, Coalition for a Safer 63/881, Phoenix Heliflight, and Eastern Towing.

Nuisance drug house search in Red Deer results in charges

Red Deer RCMP have laid charges against a number of people as a result of a search RCMP conducted on a house and garage in the Normandeau neighbourhood of Red Deer, Alberta on May 30, 2014. RCMP seized controlled substances, a prohibited firearm, a prohibited weapon and a significant quantity of Canadian currency. Charges have been laid under the Criminal Code of Canada and the Controlled Drugs and Substances Act (CDSA).

30 year old Cody Steven Myles MacKenzie of Red Deer has been charged with:
  • CDSA 5(2) – Possession for the purpose of trafficking X 2
  • Criminal Code 354(1) – Possession of property obtained by crime
  • Criminal Code 145(3) – Failure to comply with conditions of a recognizance X 4
He will appear in court on June 12, 2014 at 1:30 pm in Alberta Provincial Court in Red Deer.

18 year old Paige Tamara Ziegler of Red Deer has been charged with:
  • CDSA 5(2) – Possession for the purpose of trafficking X 2
  • Criminal Code 354(1) – Possession of property obtained by crime
She will appear in court on June 19, 2014 at 9:30 am in Alberta Provincial Court in Red Deer.

42 year old Kevin James Barker of Red Deer has been charged with:
  • CDSA 4(1) – Possession of controlled substance
  • Criminal Code 91(2) – Possession of a prohibited weapon X 3
  • Criminal Code 95(1) – Possession of a loaded firearm
  • Criminal Code 86(1) – Careless use/storage of firearms and ammunition X 3
He will appear in court on June 19, 2014 at 9:30 am in Alberta Provincial Court in Red Deer.

Calgary Police Foundation family fun day to be held June 14

Calgarians are invited to The Big Event on Saturday, June 14, 2014, a free family fun day in support of The Calgary Police Foundation.

Families with children of all ages will be able to enjoy live entertainment, trampolines, scavenger hunts, face painting and ball hockey, among other interactive activities.

More than 20 Calgary Police Service units will be featured, including the K9 Unit, Mounted Unit, Forensics, TAC Team, and a special landing by HAWCS helicopter. Spend your afternoon getting a closer look at how police officers use the latest technology to keep our communities safe.
