Notes from Pincher Creek Town Council May 12, 2014 meeting

Council for the Town of Pincher Creek met on the evening of Monday, May 12, 2014. In attendance were Mayor Don Anderberg and Councillors Wayne Elliott, Mark Barber, Tammy Rubbelke, Lorne Jackson, and Doug Thornton. CAO Laurie Wilgosh was also in attendance. Councillor Adrian Hartman was absent for the meeting.


Liberal Party Candidate Dustin Fuller invites discussion with Councillors

Macleod Riding Liberal Party Candidate Dustin Fuller could not attend Council as previously scheduled, but invited the Councillors to contact him directly or to reschedule a meeting with him on a Friday over  the next few weeks.

Marilyn Kirk invited to Committee of the Whole for snow placement discussion

Citizen Marilyn Kirk appeared before council on March 24 with an issue regarding the placement of snow piles and how it was impacting her property. Kirk came as an observer to the May 12 meeting of council to see how council might resolve the matter. Council invited her to come and discuss the issue more fully at a Committee of the Whole in July, when other snow removal issues are scheduled to be discussed as well. Kirk agreed. Meanwhile, a grate solution for her snow removal problems has been attempted. As of March 26, a different grate-style manhole was installed along the street where she lives to facilitate water runoff.

McMan Agency/Food Bank meeting planned

McMan Youth Family and Community Services Association representatives David Strong and Anne Gover approached council on April 28 to request a letter of support for a proposal to have Mcman run the Pincher Creek Food Bank. They wanted to take that letter higher up in their own organization to present to Southern Alberta McMan Executive Director Chris Christie.

On May 12 Gover informed council that Christie will be in the area on May 21 and 22 and requested an afternoon meeting with councillors to further discuss the possibility of McMan working with the food bank. Council agreed to select councillors to meet with Christie.

Operations funds to be transferred for alternate equipment

Council agreed to transfer funding planned for the purchase of a 2014 one ton truck toward the purchase of a 2014 mini excavator instead, at the request of the Operations Department.  The reason for the change, according to Operations, is that they currently have a working truck that is still in good condition and a mini excavator would be useful at the cemetery.

Council agreed to amend the budget and approve the transfer of $85,000 in funding that was originally allotted for the truck.  "Providing the proper bidding procedures are followed," said Councillor Doug Thornton.

Town of Pincher Creek to be represented at the Bellecrest Days Parade

The Town of Pincher Creek will be represented at the Bellecrest Days Parade, scheduled for Saturday, June 21, 2014 in Bellevue. Councillors Wayne Elliott, Tammy Rubbelke and Lorne Jackson are tentatively slated to attend as representatives of council. The theme of the parade is 'Spirit of the Miner'.

Reports notes

Councillor Wayne Elliott visited Canyon School and discussed local governmental procedures with 35 grade 2 students. "It was awesome," he said.

Councillor Mark Barber went to St. Michael's School to speak to grade 5 students about council. "We did a little exercise," said Barber.  "I brought out 6 different objectives of Town Council, priorities of what we should be spending on, mostly around recreation. The most passionate presentation from the students was actually around our Rotary project , the Performing Arts Centre. The vote didn't go that way, the arena was pretty high up there."   According to Barber it was "A great presentation from the students."

Councillor Doug Thornton reported that the Pincher Creek Foundation Board met with the architect for the proposed rebuilding of Crestview Lodge. "He's proposing a pretty interesting look for the building. It won't look like an institution." He also reported that on Monday May 12 the first meeting of the Transportation Committee took place. He said that they are gathering information on three goals: Contacting neighbouring communities about inter-community transportation, looking into what those communities do for those that do not or cannot drive, and contacting Lethbridge Transit about a community driven transportation system.

Coucillor Lorne Jackson, who was badly injured in an electrical burn incident several years ago, said he did a presentation for the Lethbridge County Maintenance Workers on workplace safety. "I spoke for about 25 minutes, and there were not very many dry eyes in the house. I do it because I believe it is important to get those messages out there."

Councillor Tammy Rubbelke reported that Alberta Southwest is sending a letter of support for the 2019 Canada Winter Games. Rubbelke helped staff the Town of Pincher Creek booth at the Ranchland Mall last week, and also works in the mall.  As a result, she said some people approached her at work to discuss town issues over the course of the week.

Mayor Don Anderberg reported that there were two presentations at a recent Mayors and Reeve's meeting held in Lethbridge. Anderberg said that one presentation was by the Lethbridge Exhibition Board to tell people what is new and changing with the exhibition, and that they would like to see a Lethbridge Convention Center. "It's quite interesting. There's actually a lot of competition in Lethbridge. You think they would be able to host (certain events), but they can't because they just don't have the capacity. The other presentation was from the 2019 Winter Games."

Sewage lagoons to be discharged into the creek

"We are poised to discharge into the creek, in accordance with the Environment Canada Regulations," said Director of Operation Al Roth. He explained that "Our PH is just a little over that it should be," and explained that they are adding chemicals to bring the water into regulation discharge guidelines. "Our ponds were designed for a community of 13,000 people, and of course we only have 4,000 people so we are finding that those larger cells are having nutrient value that adds to this PH issue."

"The discharge pond itself has to be a better quality of water prior to discharging into the creek. Although it is sewage, the water is actually cleaner than the water we are putting it into." Roth told concerned Councillors that "It is well regulated by Alberta Environment and also by Environment Canada."

The next regular meeting of Town Council is scheduled for Monday, May 26, 2014 at 6:00 pm.
