Pincher Creek's Town Council met on the evening of April 8, 2013. In attendance were Mayor Ernie Olsen, Councillors Don Anderberg, Sahra Hancock, Lorne Jackson, Murray Lauder. and Wayne Oliver. CAO Laurie Wilgosh was also present.
Early Childhood Mapping Project presentation
On March 25, 2013 Colette Sinnott presented council with information on the Early Childhood Mapping Project, and the results of the Early Development Instrument testing that was held in the Pincher Creek Area.

The Council council moved to accept the information as presented.
Kootenai Brown Pioneer Village Funding clarification accepted
On March 25, 2013 Pincher Creek and District Historical Society President Colleen Casey Cyr and book keeper Denise Somerville attended council to clarify some of the budgeting issues that Kootenai Brown Pioneer Village (KBPV) faces. The society (which manages KBPV) put in two separate applications for Town and Municipal District joint funding. The first was for the operation of the museum, the second for the running of the information centre located there. According to Cyr the application for the information center was overlooked.
Council moved to accept the information that was presented, with mention that the Councillors would like to see a balance sheet in addition to the budget that was attached.

Budget adjustments good news for taxpayers
Council moved to adjust the 2013 operating budget based of the differences between forecasted budget demands and that of actual requests.
The Town will decrease the 2013 Pincher Creek Foundation Requisition by $11,072, the 2013 Education Requisition by $76,776 and the transfer to Municipal tax revenue Stabilization Reserve by $25,869, reducing the total tax revenue by $113,717.
Mill rate Bylaw goes through first reading
"The mill rate reflects requisitions that we are required to collect on behalf of other organizations. At this point we are not collecting any additional tax revenue from the citizens for municipal purposes," said Councillor Sahra Hancock.
First reading of the 2013 mill rate bylaw passed unanimously.
Second reading for Municipal Development and Subdivision Authority Bylaw
Council reviewed the changes in Municipal Development & Subdivision Authority Bylaw 1543-13 that went through first reading and changes on March 25, 2013. Second reading passed unanimously with no changes.

New council in fall will have increased compensation
Council held second and third reading on Council Remuneration Bylaw 1578-13.
This will affect the newly elected Councillors and officials for the Town of Pincher Creek after the next election. The Council has increased the stipend and general expenses to be received by Councillors per month and the amount received per regular and special meeting councils. Changes to Council Remuneration to be effective November 1, 2013.
The Chief Elected Official (Mayor) is to receive a stipend and general expenses increase to $650 from $600 per month, and Councillors are to receive a stipend and general expenses increase to $300 from $200 per month.
Pincher Creek will not participating in Granum Parade on Canada Day
Council declined the invitation to participate in the Granum Parade due to scheduling conflicts with Canada Day Celebrations in Pincher Creek.
Lundbreck Corn Fest
Town Council accepted an invitation to attend Lundbreck Corn Fest on Saturday August 24, 2013. Mayor Ernie Olsen and Councillor Lorne Jackson will be attending.
Regional Partnership Feasibility Study
A Regional Partnership Feasibility Study draft for Crowsnest Pass, Municipal District and Town of Pincher Creek, and Cowley was accepted as information. The study is to be included in the next Committee of the Whole meeting for discussion and prioritization.
Emergency Services Commission Board Appointments
The Town and Municipal District of Pincher Creek jointly recommend the current members of the Pincher Creek Emergency Services Committee along with the CAO's of the Town and MD as non-voting ex-officio members for appointment to the Pincher Creek Emergency Services Commission.
Town of Pincher Creek members of the commission will be Councillors Don Anderberg and Sahra Hancock and ex-officio will be CAO Laurie Wilgosh.
Council moved that administration bring the issue of alternates to Joint Council, were they can further discuss the bylaws, alternate appointments and joint agreements.
Multi Purpose Facility Steering Committee
Council decided determine the composition of a steering committee for the Multi Purpose Facility Planning Study. The committee is to consist of three members from Town Council, two members of MD Council one member from the Recreation Advisory Committee.
Councillors Sahra Hancock, Wayne Oliver, and Don Anderberg will represent the Town of Pincher Creek.
"This is just in the conceptual stage," said Councillor Lorne Jackson.
David Green acted as a facilitator at a meeting that discussed and brainstormed the possible future of a Multi Purpose Facility Steering Committee. Councillor Wayne Oliver suggested that the Town send detailed information to those on the steering committee, and a note to each of the participants that attended the brainstorming and discussion session explaining the standing of the Town and thanking them for their participation.
Pincher Creek Region Joint Municipal Emergency Plan
The Pincher Creek Region Joint Municipal Emergency Plan includes the Town and MD of Pincher Creek and the Village of Cowley.
Councillor Hancock said that there is a plan to do one of the exercise that has been presented in 2013. That can be used to see if changes need to be made with the plan.
The council accepted the updated plan as presented.
After the public meeting the council went in camera to discuss lease agreements and personnel issues.
