Monday night's Town Council meeting evidenced a big change for one Town Councillor, as Sahra put the nee to Nodge last week and as one result became Councillor Hancock.  Congratulations on your recent marriage, Mrs. Hancock.

Public Hearing to be held on Land Use Bylaw Amendment #1547-P
Council carried a motion to hold a public hearing on Monday, March 26, 2012 regarding a land use bylaw amendment that would allow for a 3 Story Apartment/Condo Building complex to be built on Main Street, across from the MCC Arena (see this advertisement).


Council discusses Water and Sewer Utility Bylaw #1607-12 

The Water and Sewer Utility Bylaw was again cause for much discussion and fine-tuning by Council.  Director of Operations Al Roth said there was a discrepancy that needed to be addressed. "Our existing policy and our existing bylaw are in contravention of each other," he said.  "Our bylaw states there's a fifty dollar charge for a video camera in service, and the policy that we have in existence talks about a four-hundred-and-fifty dollar charge," he explained.  "Right now we stick to the bylaw, because the bylaw over-rules the policy."

"It's commonplace to have it as fifty dollars," Roth said.  "our department is comfortable with it as a fifty dollar fee."

That particular section of the proposed new bylaw was modified to reflect a $50.00 charge.

In answer to a question from Mayor Olsen, Roth said around 30, 35 sewers were scoped in a year.

Throughout this discussion Councillor Anderberg was careful to make sure the wording reflected that the resident's responsibility would end at their property line.

The motion of first reading was tabled until the agreed upon amendments could be made.


Golf Course Request - Bathroom Facility

Council agreed to provide the Pincher Creek Golf Club Society (PCGCS) with a letter of support towards a Community Facility Enhancement Grant application designed to update the PCGCS' existing washroom facilities.  Council also agreed to allow the PCGCS to replace those facilities.  Councillor Anderberg said the existing facilities were over 20 years old.


Census Inquiry
The 2011 census shows the population of Pincher Creek to be 27 less than it was in the 2008 Census.

Automated Waste Collection Vehicle $10,000 over-budget
A new automated waste collection vehicle will be delivered in September. The price tag was $10,000 over-budget, but "It is the truck that is needed," said Mayor Olsen. "Is it the same size truck as we have now?" asked Councillor Smyth. "It is, and it has the same mechanics, and the same parts," replied Al Roth. "They would sustain each other." In answer to another inquiry from Smyth, Roth said there was an adapting system that would allow the use of a scale, particularly looking forward to a projected regional waste system.

Motion carried, Al Roth said that he will order the new truck "tomorrow, at eight o'clock".
