The Edmonton Police Service has issued warrants, including second-degree murder, for the arrest of Luqman Osman, in connection with yesterday morning’s shooting death of a 31-year-old man.
Numerous witnesses were interviewed by Homicide detectives regarding the early-morning shooting death of a male in a nightclub near 111 Street and 107 Avenue, leading investigators to issue warrants for Osman’s arrest.
“Detectives have interviewed several witnesses at the scene of the incident, whose statements have been comprehensive and extremely helpful,” said Staff Sgt. Bill Clark, of the EPS Homicide Section. “The community can play a pivotal role in our investigations, and this is a prime example of that excellent partnership.”
Osman, (see photo below) who is considered armed and dangerous, is described as being a black male, in his mid-20s, approximately 6’3” tall with a medium build. The suspect has a beard and visible scars on his neck. He was wearing a toque at the time of the incident.

Downtown Division members responded to a weapon’s complaint at a club near 111 Street and 107 Avenue, at approximately 12:30 a.m. on Wednesday, Nov. 5.
Upon arrival members found a deceased male on the floor of the club, who appeared to have sustained at least one gun-shot wound. An autopsy is scheduled for Thursday morning to confirm cause of death and identity of the deceased.

Canadian Armed Forces Soldier Dies of Injuries Sustained During Training in Wainwright, Alta
One Canadian Armed Forces (CAF) member has died, and another has received minor injuries as a result of a training incident at 3rd Canadian Division Training Centre in Wainwright, Alta. The incident occurred on Monday, November 3, 2014.
Private Steven Allen, 20, of Victoria, and another soldier were inside a tactical structure when it collapsed. Private Allen was airlifted to the University of Alberta Hospital where he died of his injuries.
The name of the accused will not be released in order to protect the identity of the victim.
The investigation began in B.C. when ICE investigators, posing as an underage girl, became engaged in online conversations with the accused. During their conversations, the accused attempted to arrange a meeting for sex and also shared child pornography. Although the accused lived in Edmonton he was attempting to meet in B.C.

Wood Buffalo RCMP is seeking the assistance from the general public in relation to a stolen vehicle with a dog inside. On November 5th, a red 2003 Chevrolet Avalanche bearing Alberta license plate YVC 584, was stolen from the area of Fort McMurray with a German Shepherd inside.
The investigation continues and police are asking anyone with information to contact the Wood Buffalo RCMP Detachment.

On October 5 at approximately 3:20 am Strathcona County RCMP and Strathcona County Emergency Services responded to a serious single vehicle collision in the residential neighborhood of Glen Allen in Sherwood Park.
A 2012 Dodge Ram, driven by a 33 year old male, allegedly struck a parked vehicle, veered off the road and then smashed into the side of a house. The truck broke through the outside wall and foundation of the house, coming to a stop inside a bedroom and narrowly missing a 3 year old child that was in bed sleeping.
The child was not injured but both the house and the vehicle sustained major damage due to the collision. The driver of the truck was not injured and waited for police to arrive.
Alcohol is suspected to be a factor in the collision and the driver was arrested on scene without incident.
Bryan TRAVIS of Sherwood Park has been charged with Impaired Operation of a Motor Vehicle, Impaired Operation of a Motor Vehicle Over .08 and Dangerous Operation of a Motor Vehicle.
TRAVIS was taken before a Justice of the Peace, where he was released with several conditions and scheduled to appear in Sherwood Park Provincial Court on Wednesday November 19, 2014 at 09:30 am.
Impaired drivers targeted in St. Albert

As part of maintaining community safety, St. Albert RCMP has been focussing on getting impaired drivers off the streets. During the month of October 2014, 9 drivers were charged with impaired driving and 11 drivers were given 24 hour suspensions by the St. Albert RCMP.
6 of the impaired driving charges, and 5 of the 24 hour suspensions cases were initiated by calls from concerned citizens, while the remaining cases were initiated by RCMP officers on patrol. St. Albert RCMP encourages the public to be part of the Safe Streets solution and welcome calls about possible impaired drivers.
All of the 9 impaired driving cases involved alcohol as the drug causing the impairment, while 5 of the 24 hour suspension cases resulted from drivers using drugs other than alcohol and then choosing to drive. In 3 of the cases, the impairment was caused by marijuana. 1 case was a combination of marijuana, alcohol and methamphetamine, combined with lithium and sleeping pills all of which were causing the impairment. The 5th case involved a driver that was impaired by prescription drugs.
On October 31, 2014, at approximately 9:15 p.m., St. Albert RCMP were called to a 2 vehicle collision on Levasseur Road and Heritage Way in St. Albert. A blue 1999 Ford Escort car with one male adult is alleged to have been speeding westbound on Levasseur Road without any headlights on. The Ford collided with a 2008 red Jeep Cherokee carrying 2 adults and 1 child. The Jeep was heading southbound from Grandin into Heritage Lakes on Heritage Way. The 9 year old female child was complaining of minor injuries as a result of the collision, while her parents were shaken up.
It is alleged that the driver of the Ford Escort had beer, marijuana and a meth pipe in his possession in the car and that he had taken these drugs as well as lithium and sleeping pills prior to driving.
The 24 year old male driver of the Ford Escort car received a 24 hour suspension from driving and will be facing charges of:
As the charges are in the process of being sworn, the name of this person cannot be released. Court for the CDSA charge has been set for December 23, 2014 in St. Albert.

Edmonton MVC sends five to hospital
The Edmonton Police Service is investigating a collision between two vehicles in north Edmonton yesterday afternoon that sent five people to hospital with injuries.
At approximately 4:20 p.m. on Wednesday, Nov. 5, 2014, North Division officers responded to a collision in the area of 123A Street and 137 Avenue. It was reported a Subaru Impreza was travelling westbound on 137 Avenue at a high rate of speed and collided with a Kia Sorento that was allegedly in the process of turning left from eastbound on 137 Avenue to northbound on 123A Street.
The impact allegedly caused the Subaru to rotate and come to rest on the north sidewalk of 137 Avenue, west of 123A Street. The Kia also rotated to the northwest corner of the intersection, where the vehicle reportedly rolled onto its roof.
The 27-year-old male driver and 30-year-old female passenger of the Subaru, and the 51-year-old male driver of the Kia were treated and transported to hospital by EMS with non-life threatening injuries. The two Kia youth passengers, a 13-year old male and 13-year-old female, were also treated and transported to hospital by EMS. The youth male sustained non-life threatening injuries, and the youth female remains in hospital in critical condition.
The collision caused closures both east and westbound on 137 Avenue from 113A Street to 127 Street for several hours.
The EPS Major Collision Investigation Unit has taken over the ongoing investigation. Alcohol is not believed to be a factor in the collision. Speed is believed to be a factor and charges are pending.

Investigators found a bullet that had entered one home on the street.
The investigation has since determined that the firearm round which impacted the residence was not from a drive-by shooting. Although forensics and ballistics analysis and testing are still ongoing, investigators are confident that the bullet was a stray round, potentially from the homicide scene, and not a targeted incident.

- Private Allen completed his Basic Military Qualification in February 2014 and has not served overseas.

Beginning yesterday afternoon, a contingent of 10 RCMP officers from various Western Alberta District Detachments arrived in Grande Prairie and began to track down and arrest those people in the city and surrounding rural areas who have warrants of arrest. Thus far, police have made 20 arrests and executed 29 warrants. These are for a variety of offences ranging from unpaid fines to serious Criminal Code Offences.
If you have received a Part 2 Summons Violation Ticket (pink copy) that has gone unpaid, or have criminal matters that are unresolved before the courts where you think, or knowingly missed a court date, you could have an outstanding warrant of arrest and police officers will be actively looking for you.
RCMP encourage people who think they might have a warrant of arrest to come forward and attend the Grande Prairie RCMP Detachment to deal with these matters. In most instances it will simply mean a new court date will be issued to you in order deal with the outstanding matters. Otherwise, police could show up at your residence or place of work to execute the warrant of arrest.

Owners of stolen items seized in High River sought
High River RCMP
On November 5, 2014 the High River RCMP responded to a complaint of a suspicious person in a backyard at a residence in the North East of High River. RCMP located a male at this address and recovered keys to a vehicle that had been reported stolen on the previous day. During the investigation a backpack was also taken in as evidence. The backpack contained various items including bank cards, identification cards, gift cards, phone cables, cell phones, GPS units, sunglasses and other items believed to be stolen. The RCMP have been able to contact several owners of these items, however, they have not been able to identify owners for all of the items recovered. If any member of the public has had a theft from their vehicle recently and has yet to report it, please contact the High River RCMP detachment.

An autopsy has been completed on the body of a deceased male who was found outside of a bar in Vermilion, Alberta in the early morning hours of November 2, 2014. Based on the results of the autopsy, foul play is not suspected. The name of the deceased is not being released.

Stolen were numerous unique items such as pocket watches, handcrafted jewelry and antique military personal artifacts. The Calgary Police Service continues to investigate a homicide that occurred in October, and believe that another shooting reported at a nearby home, at the same time, was a stray bullet.
On Saturday, Oct. 4, 2014, at approximately 9:50 a.m., emergency personnel responded to reports of a man shot in the 300 block of Manora Cr. N.E.
Upon arrival, first responders located the man and transported him to a local hospital, where he was pronounced deceased.
It is believed the man had left his residence and was in the back alley when he was shot.
The Office of the Chief Medical Examiner identified the victim as Jason Quinn ANTONIO, 39, of Calgary.
Several minutes after the homicide occurred, it was reported that shots were fired at a home on Maidstone Crescent N.E.
Investigators found a bullet that had entered one home on the street.
The investigation has since determined that the firearm round which impacted the residence was not from a drive-by shooting. Although forensics and ballistics analysis and testing are still ongoing, investigators are confident that the bullet was a stray round, potentially from the homicide scene, and not a targeted incident.
