Council for the MD of Pincher Creek held a regular meeting on the afternoon of November 4, 2014. The meeting was a short one, falling as it did only a week after the council's previous meeting due to a scheduling conflict with Remembrance Day, which falls on the second Tuesday of the month this year, otherwise council's regular meeting day.
All members of council were present, including Reeve Brian Hammond, Deputy Reeve Terry Yagos, and councillors Grant McNab, Fred Schoening, and Garry Marchuk. Also present were CAO Wendy Kay, Director of Finance and Administration Mat Bonertz, Director of Operations Leo Reedyk, Director of Development and Community Services Roland Milligan, and Executive Assistant Tara Cryderman.
Passing of former council member Robert Toney noted
During the Reports section of council's agenda Reeve Hammond commented on the recent passing of Robert "Bob" Toney, a former councillor and Reeve who was quite active in the Pincher Creek community. "He offered his talents and abilities and his energy, and brought our community forward in many ways."
Garry Marchuk appointed to Economic Development Committee
One chair remained unfilled after council's annual organization meeting, held October 28, that of the of the MD's representative on the Economic Development Committee, a joint committee with the Town of Pincher Creek. Garry Marchuk allowed his name to stand and was appointed by the council.
Proposed noise bylaw to be subject of public meeting Nov. 24
A public meeting for proposed Noise Bylaw No. 1256-14 is scheduled for November 24, 2014 at 7:00 pm in the Council Chambers. The bylaw has passed two readings, and needs to pass third reading to be enacted. Click here for more information.
Noncollectable mobile home taxes written off
Director of Finance and Administration Mat Bonertz requested that council consider cancelling three outstanding mobile home tax accounts, two of which date back to 201 and one that dates back to 2011. The three accounts amount to $3 ,443.09 including interest. In his report on the subject Bonertz said "Taxes levied on a mobile home stay with the owner of the mobile home when the tax was levied even after the mobile home is sold. In some instances this makes collection of these taxes difficult and sometimes impossible". According to Bonertz the MD has attempted to collect on the accounts and has also used a collection agency to do so, without results. "We will not be finding the individuals involved so it doesn't appear that there's going to be any chance of collecting these taxes going into the future," Bonertz explained. In response to an inquiry by Reeve Hammond he added that the individuals in question no longer owned the properties involved, and that the regulations were different for trailers than they were for regular dwellings. He told council that cancelling the accounts would be a desired move at this point from a Finance point of view to get the outstanding amounts off the Md's books. "There is sufficient budget remaining in our 2014 Tax Cancellation Account for these cancellations." After some discussion, largely around Councillor Schoening's concerns that the same tax-delinquent individuals may move back to the MD and do the same thing again, council agreed to allow the accounts to be closed.

Cottonwood Bridge repairs to continue through winter months
According to Director of Operations Leo Reedyk a pre-construction meeting was held with contractors involved in the Cottonwood Bridge repair project on October 31. Reedyk said the contractors indicated they intended to work "right through winter". Delivery of girders for the project is anticipated for sometime in March 2015. The Cottonwood Bridge is located downriver of the Oldman Dam and was damaged to the point of impassibility during the flooding event of June 2013.
