Fish and Wildlife forensic unit helped convict Pickton

Alberta Justice and Solicitor General

Back in 2003, the RCMP forensic service was working on the Robert William Pickton murder case. Pickton was eventually convicted of six counts of second-degree murder and given multiple life sentences in relation to the disappearance of women in the lower mainland of BC.

The RCMP asked the Alberta Fish and Wildlife Enforcement Branch’s forensic unit to help identify some biological samples obtained from a search warrant executed at the Pickton farm in British Columbia. The forensic unit has extensive experience and expertise in identifying what species even the smallest tissue samples came from. The samples were analyzed using the same kind of test regularly used in wildlife crime investigations, which follows the accepted protocols for all criminal forensic investigations.

Tom Packer, a forensic biologist with the Fish and Wildlife Enforcement Branch, was then subpoenaed to the trial of Pickton in New Westminster, British Columbia. He was qualified as an expert witness in protein identification and testified about the results of his analysis.

Although this case was very different from the usual investigations undertaken by the forensic unit, they bring the same level of professionalism and skill to each and every case that comes before them. In fact, Tom Packer recently received a commendation from the RCMP for his contribution to the case.

It reads: “As a forensic biologist, Mr. Packer worked with the forensic laboratory services for the Missing Women Task Force to assist in bringing this case to a successful conclusion. His expertise and exemplary work ethic bring credit to himself and to Alberta fish and wildlife.”

St. Albert bus crash update

St. Albert RCMP are continuing to investigate the cause of the St. Albert Transit bus crash that occurred on September 30, 2014. Mechanical inspections have been completed on the bus that was involved in the collision and it has been determined that there were no mechanical problems with the bus before or at the time of the collision. The St. Albert Transit bus was in good mechanical repair at the time of the collision.

The RCMP investigation has not been completed and the cause of the collision is still to be determined. The driver of the bus was released from the hospital after being examined for minor injuries. It is believed that the road and weather conditions were not factors in the collision.

Background:

At approximately 6:00 pm on Tuesday, September 30, 2014, a St. Albert Transit Bus travelling northeast on Heritage Drive near Havilland Crescent in St. Albert, drove off the road, collided with a residential fence and a shed. The bus continued to travel through that home's backyard pushing an empty trampoline in front of it and broke through another fence. The bus then collided with the back deck of a second residence and came to a stop.

The male driver of the transit bus was alone on the bus at the time of the incident. He was taken from the scene by ambulance, but is not believed to have serious injuries.

The owners of the first home, where the bus entered the yard, were not home at the time of the collision. The two adults and two children of the second home where the bus came to a rest were home at the time of the collision. They did not suffer any physical injuries but were understandably shaken up.

Immediate assistance was given to the transit driver by area residents. St. Albert RCMP, the St. Albert Fire Department and EMS attended the scene. As well, the City of St. Albert Transit Services attended the collision and have offered help to all involved.

Innovative St. Albert/Edmonton traffic enforcement

St. Albert RCMP, St. Albert Municipal Enforcement Services and the Edmonton Police Service have joined forces as an innovative way of addressing traffic safety issues on the St. Albert/Edmonton border. By pooling their manpower, the three enforcement agencies were able to handle the large volume of traffic in the border area more easily and more safely. As this approach has proven successful, more traffic operations involving these three partners are being scheduled.

On September 25, 2014, the St. Albert RCMP Traffic Unit, the St. Albert Municipal Enforcement Traffic Unit and the Edmonton Police Services Traffic Unit teamed up to conduct speeding enforcement operations at three locations on the St. Albert/ Edmonton border. The results of these three operations was impressive. Nearly 80 charges were laid against area drivers including one suspended driver being taken off the road.

“Joint operations between enforcement agencies allow officers to share best practices and learn new enforcement methods.” Said Inspector Kevin Murray, Officer in Charge of St. Albert RCMP. “The RCMP, along with the Edmonton Police Service, believe that cooperation between law enforcement is essential to public safety.”

All three law enforcement agencies plan to continue these team enforcement operations and in fact, are planning to expand this approach to holding joint forces checkstops in the near future. “We may wear different uniforms, but we have the same goal which is to Stop Death and Injury on our roadways!” said Cst. Jaden Courtney with the St. Albert RCMP Traffic Unit.

ALERT makes record-breaking drug seizure

Over 360,000 pills, 10,000 vials, and more than three dozen types of chemical precursors and additives were seized by the Alberta Law Enforcement Response Teams (ALERT) in a record-setting illegal steroids bust.

The values of the steroids seized is estimated at $9.3 million. The illegal steroids seizure is the largest of its kind by a Canadian police agency. The drugs seized in the record-setting bust included:
  • 365,268 tablets
  • 10,583 vials
  • 124 kilograms of raw steroid powders;
  • 1,250 kilograms of various raw powders
  • 30 litres of liquid drug precursors;
The investigation culminated on September 25th when five search warrants were executed in Edmonton. Four people were arrested, including the target of the investigation Kirk Goodkey. The 40-year-old Edmonton man allegedly manufactured illegal steroids and distributed them across Canada, with shipments as far away as St. John’s, Newfoundland.

Goodkey and three associates – Parmjit Brar, 40, Jordan Quiring, 27, andAlexandria Edwards, 27, are each facing charges of possession for the purpose of trafficking and proceeds of crime. More charges are being contemplated.

The search warrants were executed in Edmonton at three homes and two storage lockers. Inside a northeast home, just metres away from an elementary school, investigators located a full-blown steroids manufacturing laboratory. The lab contained commercial-grade equipment, including:
  • pill press;
  • powder mixer;
  • two fume hoods;
  • spectrometer;
  • glassware and beakers;
  • large amount of packaging materials.
Inside one of the storage lockers, investigators found nearly 100 barrels of unknown chemical substances. Edmonton Fire Rescue’s Hazardous Materials team assisted ALERT with testing and decontamination.

ALERT began their investigation into Goodkey in May 2014. The investigation remains on-going and ALERT will be exploring civil forfeiture options. Four high-end vehicles and $88,000 in cash were seized at the time of the search warrants.

Previously, the largest steroids seizure in Canada occurred in December 2008 when police in Quebec seized more than 400,000 tablets from a home in Thérèse-De Blainville, just north of Montreal. The largest steroids seizure in Alberta occurred in July 2014 when Edmonton Police Service busted a $600,000 lab in Fort Saskatchewan.

ALERT was established and is funded by the Alberta Government and is a compilation of the province’s most sophisticated law enforcement resources committed to tackling serious and organized crime. Nearly 400 municipal police, RCMP, and sheriffs work in ALERT.
