MD Council notes April 23 - May 28, 2013

Summerview Road Intersection Reconfiguration Contract approved

At council's April 23, 2013 meeting Councillor Rodney Cyr moved that the report from Director of Operations Leo Reedyk  regarding the Summerview Road Intersection Reconfiguration contract be received and that the Council approve the Reeve and Chief Administrative Officer to sign the Summerview Road Intersection Reconfiguration contract with the estimated total project cost of $550,382.68 to come from the Public Works Road Reserve.

The motion carried.

Recreation Advisory Board appointment

 At Council's April 23, 2013 meeting Greg Hession was appointed to the Recreation Advisory Board as the MD’s representative.

Heritage Acres

On May 14 Old Man River Antique Equipment and Threshing Club President Bob Mitchell and Executive Director Bill Kells appeared before council as a delegation.  Click here for the full story.

Lundbreck Street Drainage Project

Director of Operations Leo Reedyk told council at their May 28 meeting that he was disappointed in the  tendered value of the Lundbreck Street Drainage Project, having received only one tender.  He therefore recommended council wait and retender the project at a later date.  "Did we leave it too late?" asked Councillor Helen Cyr.  "That's probably a factor," answered Reedyk.  Councillor Terry Yagos moved that the project be put on hold and be tendered early next time, and that motion passed with Reeve Bjorn Berg opposed.

Alberta Transportation Weed Spraying Contract 2013

At the May 14, 2013 council meeting Councillor Terry Yagos moved that the report from Director of Operations Leo Reedyk dated April 18, 2013, regarding Alberta Transportation Weed Spraying Contract 2013 be received and that Council authorize Administration to enter into the Alberta Transportation Weed Spraying Contract with Volker Stevin for 2013 and further that Volker Stevin be charged for any overtime hours that may occur.

At the April 10, 2013 meeting of the Agricultural Service Board Rick Lemire of Alberta Transportation appeared as a delegation. to discuss the possibility of the MD being subcontracted by Volker Stevins to spray weeds on the sides of highways in the MD. According to the meeting minutes he said Alberta Transportation had contracted this out to various agencies but feels that the MD would benefit from being the agency to carry out this duty.
Under the terms of the contract the MD's Agricultural and Environmental Services staff would provide the weed spray services to Volker Stevin for their Contract with the Province.

Reedyk recommended the contract be approved so that weeds can be attacked before they spread from  high risk areas.  "I feel quite confident that we can do this."

"We've done this for several years and I feel our own work at home is getting neglected," said Councillor Rodney Cyr.

Councillor Helen Cyr said she had raised the issue of time concerns at a meeting of the Agriculture Service Board and was told  "It's not going to take any more time because they have to check those roads anyway, so the added time not a huge issue. I think we have and we have to trust that our ag services board can do this job.

The motion carried, with Councillor Rodney Cyr opposed.

Castle Mountain Resort Area Structure Plan

At the May 14 meeting of Council Councillor Helen Cyr moved that the report from the Director of Development and Community Services, dated May 7, 2013, regarding Castle Mountain Resort Area Structure Plan be received and that the creation of the Castle Mountain Steering Committee, consisting of all Council members, be initiated.  The motion carried.

Schauerte Area Structure Plan (Bylaw No. 1237-13)

Bylaw No. 1237-13 – Schauerte Area Structure Plan was given first reading and a required Public Hearing has been scheduled for June 11, 2013 at 1:00 pm.  Walter Schauerte has asked for a 3 Lot Residential Subdivision for 10.72 hectares (26.5 acres) of land west of Range Road 303 in the SE Quarter Section of 16-6-30-W4.   The eastern boundary borders the Range Road 303. The southern boundary of this area is bordered by Kettles Creek. Surrounding land is currently zoned Agriculture, Grouped Country Residential, or Urban Fringe. All of the area encompassed by the 3 Lot Subdivision Area Structure Plan is currently zoned Urban Fringe.

Rural Physician Action Plan (RPAP) Request 

Dr. Gavin Parker asked in a letter that council provide $1,500 be provided to the Rural Physician Action Plan to be used to help fund the reception dinner for the recent RPAP tour of our area.  Click here for the full story of that event.

The grant was approved by council at their May 14 meeting with the funding to come from the Grants to Groups and Organizations account.

Kootenai Brown Pioneer Village and Tourism Centre funding request
Kootenai Brown Pioneer Village (KBPV) requested more funding from the MD of Pincher Creek No. 9 via a letter in which the organization stated it could no longer operate the tourism information booth located in the KBPV administration building without further funding.  KBPV asked the Town of Pincher Creek and the MD of Pincher Creek No. 9 to chip in $12,500 each.  At their May 13 meeting council for the Town of Pincher Creek acceded to the request and granted the extra funding requested of them (click here for that story).

 MD Councillor Terry Yagos moved that the letter be received as information, effectively denying the request.  The motion carried.

CALUA
At the May 28 meeting of council the Chinook Area Land Users Association (CALUA) appeared as a delegation to present some of their power line concerns. For more on the organization and their point of view click here.

Lundbreck Gardeners
Monica Zwikstra and Agnes Thibert appeared as a delegation before council at their May 28 meeting, asking for $500 towards their Lundbreck beautification project.  "A visitor to your town will remember it fondly if it looks like you care about your community," said Zwikstra.

"Lots of sweat has gone into this so far," said Thibert.  "We hope you will help us grow."

Reeve Bjorn Berg asked if they were aware of the joint funding model emplyed by the MD and Town for such projects.  "You can expect something in the fall from us," said Zwikstra.

Hank Planger Playground / St. Henry’s Church / Twin Butte recycling

Ron Schmidt appeared before council as a delegation to discuss several issues.

He read a letter from the Hank Planger Playground Association that thanked the MD for their support over the last three years and distributed a few free copies of the Let There Be Kids movie.

Schmidt then moved on to discussing St. Henry's Church, which still has no historical designation pending a long-awaited reply from Calgary Bishop Frederick Henry. Schmidt said he was still working on towards that designation with some help from MD CAO Wendy Kay.  "I think there's still hope," he said, expressing the hope that he could meet with members of council to figure out how to move forward with the idea. Reeve Berg told him to refer that matter to administration who would then officially refer it to council.

Schmidt finished by discussing recycling in Twin Butte.  He said when the recycling project began there he had lots of help, but as time went on it fell to him to deal with the recyclables himself, including hauling the loads to the recycling centre.  "It's a negative revenue," he said.  "Is there a way to rectify this?"  Councillor and Landfill Board Chair Terry Yagos mentioned the landfill's plans to build a drive-in recycling structure and suggested Schmidt approach the Landfill to try to make a deal.

Cowboy Gathering Pancake Breakfast planned

The Municipal District of Pincher Creek No. 9 and the Town of Pincher Creek will once again be co-hosting a free Pancake Breakfast at the Cowboy Poetry Gathering on Sunday, June 16 from 8:00 am to 9:30 am at the Pincher Creek Community Hall.
