Pincher Creek Town Council Notes from May 27, 2013 meeting

Town of Pincher Creek Service Awards presented
Three employees of the Town of Pincher Creek Operations Department and one employee from the Parks and Recreation Department were presented awards by Mayor Ernie Olsen for their years of service.

From the Operations Department Fred Dyck was awarded for 25 years of service, Blaise Bruder for 20 years and Al Roth for 10 years.

Hilary Matheson was awarded for 10 years working for Parks and Recreation.  She has also been doing instructing work for the department for 32 years.

Each of the recipients said that they have worked for the Town longer than the award reflects, with Dyck saying he has worked for 26 years, Bruder for 22 years, Roth for 12, and Matheson at 32 years of service at the Town.

"This is one of the more pleasant duties," said Mayor Olsen after presenting the awards.

Changes in Procedural Bylaw passes third and final reading
Procedural Bylaw 1596-13 unanimously passed second and third and final reading, being an amended version of Bylaw 1596-12.  Several council procedures are affected by the proposed amendment.  'Special Resolution' will be amended to require a majority assenting vote by Council for a resolution to pass.  Previously this bylaw required a majority assenting vote of 3/4 of Council.

Another change to this bylaw would mean that a delegation that had already been heard by council regarding an issue would be able to re-approach council with the same or similar issue in three months rather than six months, and would no longer require the unanimous consent of Council to do so, but would instead require only a majority vote by Council in attendance.

Local Improvement Bylaw #1562-06-A passed third and final reading
Local Improvement Bylaw #1562-06 passed in February of 2006 authorized a local improvement tax for lands directly benefiting from the North Freebairn Local Improvement Project.  The amendment is to attach to the bylaw an agreement made in 2008 between the Town of Pincher Creek, CanAlta Real Estate Ltd., and CFP Hotels Ltd.  The attachment is to clarify how the local improvement tax has been allocated since January 2008.  The addition of this paperwork will change the designation to Local Improvement Bylaw #1562-06-A.  "It outlines the breakdown of the tax levy, 80% and 20% between CFP Hotels and CanAlta Real Estate," said CAO Laurie Wilgosh.

Council voted unanimously to pass the bylaw in a second, third, and a final reading.

Council agrees to sign Letter of Agreement to host 2014 Summer Games 
Council unanimously agreed to work within the terms of a Letter of Agreement the Southern Alberta Recreation Association (SARA) sent them in regards to hosting the 2014 Southern Alberta Summer Games (SASG).

The Council has been planning toward having SASG 2014 hosted in Pincher Creek since September, 2012.  It has been discussed at Town, MD, and Joint Council sessions.  The MD has agreed to cost-share up to $30,000 to co-host the event.

Diane Burt-Stuckey and the Recreation Department has been working toward this being a successful event.  In a previous SASG 2014 planning meeting Burt-Stuckey said that there were grants that the Recreation Department was going to apply for to offset some of the costs of the endeavour.  Written into the agreement sent by SARA is one of those grants.  The host community will receive $12,000 by June 1, 2014 from SARA to help cover costs.  Other items included in the letter is the general liability insurance requirements, recognition of SARA as an overseeing authority, committee requirements, and other responsibilities.

This will be the 45th anniversary of the Southern Alberta Games, and a special year of celebration.  In 1970 Pincher Creek was the first community to host the Games.  Pincher Creek also hosted the Games in 1985 and 2004.

Pincher Creek to be represented at Claresholm Fair Days Parade
Council agreed to send a representative(s) to the Claresholm Fair Days Parade for their Parade to be held on August 10, 2013.  The theme of the Claresholm Parade this year is "Celebrating 100 Years of 4-H & 100 Years of Girl Guides".  Mayor Ernie Olsen and Councillor Lorne Jackson will likely be the representatives for the Town of Pincher Creek.

Committee of the Whole meeting date rescheduled
A meeting of the Committee of the Whole originally planned for June 6, 2013 is to be rescheduled to June 13, 2013.

After the public meeting the Council went in camera to discuss:
Land-Development Application 2013-S09, Land-Town Hall building, and Labor-Personnel.
